Present: R. Gary, Chairman; J. Blaisdell; R. Blomfield; R. Perry,
Comptroller; D. White; L. Zehner; R. Souza
Cary Hall Repairs and Improvements discussed with Charles Cole. Mr.
Cole had inspected the building for the Cary Lecture Committee and
had estimates of the requested repairs and improvements.
To make Cary safe: need $3000 for stage repairs, not including any work
necessary to make it suitable for ballet or drama.
Improvements needed to make stage suitalle for drama; cost $9200.
Town must maintain Cary for any activities which the Lecture Committee
requests; this is required by the terms of the will which the Town
accepted when it accepted the gift of Cary Hall. What this requires
of the Town is not completely clear - whether minimum maintenance or
some or all improvements requested. Mr. Cole pointed out that there
would be some economy in doing all the work at once. $12,000 needed
to do it all at once - if only the $3000 for needed repairs is voted
now, the remainder would probably cost more than $9200 next year.
Cemetery Commissioner. Mr. Grant and Secretary, Mrs. Healy
Addition to Building discussed.
Present building is too small to keep vehicles in. Now that the Town
has bought them a bahkhoe, they need a larger garage to house it.
They have 22 ft building now, want a 22 x 24 ft. addition in order to
get in the bakchoe, truck and mowers.
Cemetery Budget
Water requested yearly for Colonial Cemetery. Town Counsel has inaei
been trying to get an easement from Mrs. Whalen. Cemetery Commissioners
have been waiting 3 years for any action on this. When easement is
obtained, water will beput in. Willing to wait until easement, then budget water.
They would life to paint fence which goes around Bedford St. It was last
painted in 1962. $150 is included for paint.
Voted to recommend indefinite postponement of Art. 68 on basis that Town
approved Town Manager and Cemetery will be reorganized. Decision should
be made by new cemetery director.
Article 50, Cary Mem. improvements, Voted to recommend indefinite postponement.
Find out whatresponsibilities Town assumed in accepting the will.
Voted to change snow removal figure and increase P.W. overtime in supp. report.

Recreation Budget - discussed with Charlie Gallagher, Rec. Ctee. at their
request. Some of the committee were unhappy at Approp. Ctee. recommendations
on Articles 53-57. They have now changed their Committee's priorities and
hope we will reconsider the proposals. The priorities of the Rec. Ctee.
now are: Art. 54, #1 priority, tennis courts. Art. 55, Unfavorable
Arts. 56 and 56, Rec. Ctee would not oppose unfavorable action. Rec.
Ctee would ask Selectmen to present Art. 56.
Article 48 - School Ctee. wishes permission to appoint an attorney as
representative for purpose of bargaining . They are now limited; they

can appoint a representative for the purpose of bargaining if they
wish, but cannot appoint an attorney as that representative without
special permission of Town meeting. They simply wish this restriction
removed. Voted to change recommendation and recommend the Article.
Cemetery Budget - Whalen easement - Don Legro answered that this was
turned over to Mr. Higgins for action - he never heard anything more;
Mr. Higgins has left Town employ.
Stage Facilities - Cary
$1000 for permanent lights would satisfy Al Peckham (Cary Lecture Committee)
for a time.
Selectmen's Meeting with Charlie Gallagher of Recreation Committee
Recreation Ctee's priorities discussed. Selectmen will go along
with Recreation committee's priorities and Appropriation committee's total.
Public Works Budget
#4900 includes $70,000 overtime. To date $45,235 expended. Burke would
like to increase budget by $20,000. If we don't have apy more snow, the
additional $20,000 will be enough. We should have about $15,000 - $20,000
next fall. last year we had about $30,000 April 1. We may need a
man 24hours/day on sewage pumping because of the water.
100,000 in the acount. To date $159,775.52 spent. Request an additional
$100,000; would like to go into fall with $20000, after equipment has
been repaired.
$5460 Road Machinery $26,500 spent, $900 gasoline bill, $8800 repairs, bulldozer.
Additional $26,700 recommended.
`5800 Police
Tires chains and fenders, $500 additional requested.
Committee voted to increase the above budgets as requested because of
snow removal expense,
#4150 Fire
• Commissioners requested a service truck @ $4,000. Selectmen thought it was
in an Article; Commissioners thought it was in Article 4. Not included
in either. They now irk wish to add it to #4150. This is to replace a
1948 truck for which they cannot get parts. They use it to take rubbish to
xi the dump, topack up hose at dump, pick up hose at Meadow, and for
any purpose for which they don't want to use regular fire apparatus. It
is a 3/4 Ton pickup truck with 4 wheel drive.
Article 28 Taking bidson Trunk sewer. $84,000 appropriated in 1968. This
is $43,000 less than needed. Bids were rejected because too high. They
would like.to transfer $28,000 from Volunteer Way sewer, leaving $1500 in
accountfor land damages. Would then rebid sewer. if bids are still not
within amount available ($112,000) they would like.prmission to use money
from the misc. trunk sewer account (Selectmen's fund)
Douglas Property discussed. Selectmen have no agreement on price.
This is part of the planning board'sover-all plan for downtown parking.
it would give library flexibility for expansion. Selectmen took appraisal
figure, added some to itin hope of settling out of court. Now have no
hope of settling, would take by eminent domain and let court decide value.
Hillcrest St. discussed - ledge could be used for Lincoln St. dump work.
