White; L. Zehner; R. Souza Selectmen's Meeting Salary increases discussed; Approp. Ctee. stating that, while an across- the-board 7% increase seemed acceptable, individual increases of 10 - 12% or more were excessive. Selectmen said all their negotiations were based on a 7% increase in salary schedule plus the usual step raises. Limiting raises to 7% would mean freezing employees in grade this year. They felt that would not be acceptable. Drug Abuse Committee members Charles Ellicott and Sumner Perlman came to discuss their committee's request for an appropriation of about $6500. This would pay salary of one social worker ®4500 and expenses for telephone ltd ($600), Rent($900), and office supplies ($500). It would have to be 1-1 included in Selectmen's budget according to Town Counsel; it is illegal to include it in Health Dept where they would prefer to have it. The need for such an appropriation was based on the number of adults, especially High School teachers, who are now being asked for help or advice by young people, and the experience of other towns which found that a social worker's assistance is Requested by students with drug problems who do not wish to go to their parents or police. Increase in drug problem is shown by the 60 cases which were brought to District Court in 1968 by our Police Dept, compared with 10 cases in 1967 and none in 1966. This was not due to change in policy, the committee said. Appropriation Committee voted approval of some such total as $6500 to be included in Selectmen's budget for this purpose. He was requested to give 1968 salaries and % changes. Out-of-State Travel Budget #1400, Jurisdiction of Selectmen. Total requests are $4711, $3555 spent in 1968. Approved $4000 #1410 Training and Travel Totalx requested $2400; $3000 approved in 1968, $800 spent 1968. $2400 Approved #1600 Planning Approved in concept.
