Perry, Comptroller; D. White; L. Zehner; R. Souza Overlay Reserve Mr. Grush agreed to transfer $100,000 to Overlay Reserve from the Overlay Fund. This many can then be used for the Reserve Fund next year. Assessors have $105,000 overlay for years 1962-1965; maximum needed for abatements is $11,000 leaving $94,000 available for transfer. They will take the remaining $6,000 from 1966-67 funds. Free Cash estimate is $760,000 - this is about $90,000 less than last year. 1ST Association of Town Finance Committee - Winter Meeting at Saugus, Jan. 29 Town Report. Discussed draft of a report written by Don Grant as the report of the Appropriation Committee. Report was accepted by the Committee after minor modifications were made. - Meeting with Selectmen to discuss Salary Schedules No agreement yet with Public Works union; Cataldo has offered 20¢/hr (about 7%),counter-request is for same increase as granted police. Appropriation Committee reported that they agreed on the S and M Schedules and on the PS Schedule, but without a night-shift differential. Conservation Commission came to discuss Conservation Articles to be on warrant. Green Belts Land recommended for purhhase would further their* plans to establish the following green belts: 1. Willard Woods through Diamond School land, Fisk land, some land not yet considered for purchase, through some land near the East St. greenhouses toward the Great Meadows. 2. Follen Hill land now owned by town thanugh Bowman land, Trinity- Covenant Church land toward Waltham St, land back of Hayden Ave. to the Hobbs Brook basin. 3. Whipple Hill to Peacokk Farms Warrant Articles in order of priority given by Conservation Commission 1. Land back of Hayden Ave. 56.3 Acres, excluding the Carroll farm on Waltham St which is not yet available for sale. If front 800 feet are rezoned, price of the Hinds portion would be $1500/A; negotiations are not yet complete on other parcels. Assuming 1500/A for all, total would be Utx $74,000 10=000 for appraisals and contingencies $84,000 to be requested 2. Modoono Property in the area of Utica St. - Steeves property bought las year.�lost of its boundary is southern boundary of Utica St. land. 7.5A t $2,000/A. Price is firm. 15,000 2.19.22J1 ppraisals etc. $17,000 to be requested 3. West Farm - Front lots. If executor is willing to sell, they would like to be ready to buy. Considear recommending 3 house lots, the two higher on Oak St. than the house, and one on Mass. Ave. side. $30,000 estimated price for 3 lots 4. Pinard Land, wooded high land connecting Utica St. land with school site (Laconia St. site). This is north of Utica St. land Estimated price $4,000/A (price of Utica St. land) for 11 Acres. Now being appraised. $44,000 estimated price 2,000 appraisals etc 48,000 to berequested 5. Swan Property, behind Hayes Land and Vine St. We have easements along Vinebrook. If 2 front lots are excluded, estimated price $24,000. $24,000 est. 6. Bowman Park. Mimno land, a house not now undeveloped. Mimnos may not be willing to sell and this may be withdrawn. 7. Vine St. Area. Leary & Buckley properties may be deferred until next year. However, if Swan negotiation comes through rapidly, we would want an easement to get to it from Vinebrook through the Buckley property. $2,000 easement only to be requested 8. Grant St. 3 lots, back part only which run to the other side of the brook. We should have at least a pedestrian easement. $1,000 sear of lots 1,000 Ingraham easement $2,000 to be requested 9. Grapevine - rear parts of deep lots. They want authorization to get the rear parts of these lots, but need money only for 2 or 3 lots per year $2,000 to be requested this year and each of future few years l0.East St. at Vinebrook. Would like a portion along Vinebrook but think the owners will wait. Total to be requested is estimated to be $207,000 plus price of Mimeo land if that is available. Commission was asked how]much open land is not now town owned and the percentage of that land they want to acquire over the next 5 or 10 years. The least they would like to see acquired is about 650 more acres, not including the Great Meadow and Golf courses which they would like to see as they are but which they would probably recommend buying if they were not to remain open.
