Meeting of the Appropriation Committee, Monday, Jan. 6, 1969, 7:30 p.m.
Present: R. Gary, Vice-Chairman; J. Blaisdell; R. Blomfield; L. Burnell;
E. Furash; R. Perry, Comptroller; D. White; L. Zehner; R. Souza
Budgets-Expense budgets discussed, personal service budgets still missing
Selectmen have gone over all expense budgets.
The following budgets were not approved pending answers to questions or
discussion with the Department Heads in charge:
#3800 - Police Expense
Very little correspondence between 1968 Actual Expenditures and
either 1968 approved budget or 1969 requested budget. Two most
noticeable examples are purchase of 6 cruisers for $9817 ($13,000
approved in 1968 for 6 cruisers; $13,000 requested in 1969 for 6 and
mut an additional $3000 requested for a seventh cruiser - $13,000
would seem to be sufficient for the purpose of 7 cruisers. The second
example is the purchase of a videotape which was not approved in the
budget by agreement between Appropriation Committee and Selectmen and
which was brought up and turned down by Town Meeting in March and the
non-purchase of a new Radar which was approved in the 1968 budget
when Selectmen and Police Chief declared it to be necessary and to have
highest priority. The Radar is requested again in 1969 budget.
Committee discussed the fact that the department is 7 men short; it is
understood that the Selectmen will approve purchase of a seventh cruiser
only if the department is up to full strength by Town Meeting.
#4050 - Dog Officer Expense - $1500 requested seems low when recent
expenditures (since Dog Officer actually started work) are considered.
Hold this budget for final 1968 expenditure figures
#4150 - Fire Expenses
Explain why Object Class 226, Fire Alarm Supplies were not bought
last year and are on the budget again this year.
515 - What is requested under Equipment and Furniture?
#4200 - Ambulance - $3400 collected in 1968.
#4350 - Civil Defense - Has Community Shelter Plan been distributed?
#4360 - Ausiliary Fire Department
#4500 - Inspection - What is cost of printing liailding By-Laws?
User Fees Establishment of adequate user fees was discussed in a the
case of the following:
Rabies clinic #3450
Ambulance #4200
Selectmen - Chairman Cataldo suggested that we have a joint meeting to
discuss budget differences. It was agreed that we shouldlmeet Monday
Jan. 13 to sear the Salary Review Board recommendations and Saturday,
Jan. 25 to go over budgets.
Meeting adjourned to 7:30 p.m. Wednesday, Jan. 8, 1969 at 7:30 p.m.
