White; L. Zehner; R. Souza Junior High School - Estimate is now 4.6 Million. Tom Taylor asked whether we would like to meet with the Building Committee. Tell him we would like to, but probably in January. Budgets - Expense budgets have been received. Many are holding the line, some are down slightly. Selectmen have given us their Capital Expenditure proposals as they now see them. N,eeting with Conservation Commission Jules Sussman brought a list of Conservation land purchased and the r. reimbursements which have taken place since 1964. All complete purchases are listed. Six parcels not included are : e--I Whipple Hill, Hamilton land 30A $50,000 appropriated Whipple Hill, Winchester Dr. small piece 1,700 U Grove St. - Rte. 128 17A 24,000 (2 parcels) Kingston Homes 6.5A 15,820 Utica St. 18Ai 70,000 They estimate these will be purchased by Jan. 15th, escept for Kingston Homes. The Committee thinks the state will continue to reimbrrse 50%; federal reimbursement is tie less likely for all purchases, perhaps 1/3 of applications will receive federal reimbursement. Commission described some of the land they will propose be purchased in March: West Farm - 2 or 3 front lots - to be used for access and parking -Hayden Woods - 6 parcels of about 77 Acres at $279,000. If the Town rezones along Hayden Ave. they feel the land behind Hayden Ave. and along Waltham St. ought to be set aside for open land. This is all R1 land now in the 30,000 s.f. zone. There is no town owned land in this 'superblock'. - Grapevine St. - backland . Lots are 700 to 1000 ft. long, 50ft. wide. They would like to buy backland, leaving 250 or 300 ft. as back yards. -Tropeano Parcel - borders this grapevine land and the Apartments. Tropeano would want much morethan $40,000 for this piece. -Vinebrook Highest priority would be given to Hayden Woods parcels and land off Vinebrook. Conservation Commission Expense Budget discussed The Commission requests funds for maintenance of conservation land. They don't care how funds for maintenance are administered; assume that Park Dept. would do the work. If Park Dept. is to administer it, they would like the funds earmarked. Appropriation Committee requested that they project maintenance costs to future years. Recreation Committee meeting Expense budget increased by $615 Fees - They have reviewed fees charged. They have agreed to recommend to Selectmen ix user's fees for such facilities as reservoir and lighted tennis courts. They'd like to light more courts each year. Articles - $27,700 appropriated last year; $48,000 requested this year. Backstop has been requested by neighbors, OK'd by school Valleyfield and Laconia play lots - would level, removing large stones, and put up swings for neighborhood use. Harrington land - between rec. land 4nd school land there is a '2 1 eater run-off. $8800 of the $10,000 requested for development of Harrington land is for drain to eliminate the run-off and connect land with the school. Tennis Courts - 2 additional courts needed at Center Lighting four courts would cost $13,000 and 84¢/hr/court. They would suggest a user fee of $1.00 per hour per person or p3/hr/ct. If the courts are used 3 hours/night, this would bring in $36/night; Next Meeting - Monday Dec. 9 Respectfully submitted, Ruth F. Souza, secretary Meeting of the Appropriation Committee, Monday, Dec.9, 1968, 7:30 p.m. Present: D. Grant; chairman; J. Blaisdell; R. Blomfield; E. Furash; R. Gary; R. Perry, comptroller; D. White; L. Zehner; R. Souza Budget Requests Personal services sheetsa cannot be filled in until salary schedule is set. Salary Study Committee Dick Blomfield said that this committee was to meet with Selectmen tonight. They will probably give their recommendations at thatt time, and the Selectmen would be expected to decide upon their recommendations soon after. Public Works employees have a union and are now negotiating. Committee was informed of some of the recommendations the Salary Study Committee may make. Warrant Article - Vocational Technical School. Dick Blomfield reported that an appropriation of $200 will be requested for a study committee to look into the advisability of recommending that Lexington join several towns (possibly Concord, Lincoln, Weston, Belmont, Sudbury, Arlington) for the purpose of having a Regional Technical Vocational School. An informal study committee has been working on this proposal. The advantages are: construction costs are at least 50% reimbursed by state. operating costs for first 5 years are paid for almost 100% Lexington's share would be proportional to the number of students enrolled in the vocational school - The initial construction cost is prorated on the number of students in the town (public and private school students) in grades 9 thru 12. Questionnaire last May indicated that 8% of Lexington H.S. students had a career interest in vocational education (17.5% had a course interest) Civil Defense Advisory Committee - Appropriation Committee appointee is Don White. Budgets were discussed School Committee reports that operating expense increase is mainly bus expense (about $90,000) Respectfully submitted, Ruth F. Souza, secretary
