Articles for June Town Meeting discussed. Recommendations of the
Appropriation Committee to the Town Meeting decided.
Art. 3 — Selectmen — Town Manager form of government. Although some
changes may be necessary, committee approves in general.
Voted to recommend favorable action.
Art. 14— Development of parking area, High School.
1-4 Logan Clarke gave the following information: they have received
10 an estimate of $96,000 to completely develop the area in a permanent
manner, and an estimate of $$30,000 to do it temporarily (lasting 7 to
8 years). The complete job would include removal of peat and putting
in a bituminous concrete surface for 258 parking spaces, loaming and
seeding area toward Waltham Street. Temporary job would not include
peat removal, but would include scraping and leveling the area and
making an oil surface, plus loaming and seeding the area toward
Waltham Street. The other parking lots at the High School are oil
surface with gravel. The committee wished to know how many spaces
are needed, whether it is necessary to develop the whole area, and
what it might cost to develop only the portion needed.
Voted to recommend indefinite postponement with an explanation
that information is not available on these points at the time of
printing the report.
Art. 19—Old Reservoir development for swimming.
Eric Kula and Charles Gallagher gave information on the cost of
development. Mr. Kula, representing citizens who petitioned to put
this Article in the warrant, stated that the bioengineering survey
for which $1000 was appropriated -two years ago had been completed
and the report which was received by the Selectmen last fall indicated
that the area was suitable for swimming and that a minimum amount of
work would need to be done in order for it to be used. Mr. Gallagher
stated that the following estimates were arrived at assuming that
work could be dose by Town departments (Eng. and PWD). State law
requires that there be toilet facilities available. They have assumed
that a building 20'x 25' might cost $15 per square foot.

3,000 sand, washed concrete sand
800 bulldozer and brush removal at
980 140 ft. sewer, 6" line (connectin back of Bridge School)
2,800 water supply, 2", for bldg. and filling if necessary
7,000 Flow developer and electrical work
2,900 Fencing around beach area and into water, 2 openings
1,000 Pathway from beach to Bridge School area
1 000 Misc. equipment, safety equipment, lifeguard stands
26,980
Capacity would be a minimum of 300. Chlorination would probably not
be necessary, but chlorine could be added after heavy rain if needed.
Building — $7,500 is minimum amount estimated; maximum would be $17,000.
They assume concrete block st.•ucture with steel grille at windows.
$30,000 wall be requested. User fee is possibility.
Operating cost — lifeguards $7,760 is estimate of Rec. Ctee.
Voted to recommend indefinite postponement. Basis of $30,0:.0
estimate is that work can be done by Town employees; we do not think

this can be done. Ndone has givena complete estimate of operating costs.
Capital Expenditures Committee Chairman Jack Mitchell reported that
they have approved both land purchase Articles, Utica St. and Grove St.
CEC will recommend money for Woburn St. sewer only; sewers for Worthen
Rd. and Hartwell Ave. they recommend taking from March appropriation.
CEC is inclined to go along with Old Res development but hasn't voted yet.
Meeting with Selectmen. Messrs. Cole, Kenney, Cataldo, Mabee present.
Art. 8 — Selectmen state that $240,000 voted for sewers in March is
needed for problem streets; they wouldn't cut any out. Therefore there
is not room in that appropriation for Hartwell Ave. and 'Worthen Itd.
Art. 9 — Utica Street. Don Grant asked what the Selectmen wished to do
with the land and said that the Article as worded in the warrant did not
allow it to be used as agravel pit. Selectmen gave no specific use to which
they wished to put the land; Mr. Cole felt that if recreational purposes
demanded removal of gravel some of it could be removed and used elsewhwre.
Art. 19 — Old Res. Selectmen said that public works would not have time
to do work on such a project.
Art. 20 — Dog Leash Article. Vernon Page and Rufus McQuillen will
request $6,100, $5,500 for personal services, 4600 for expenses .
Al Grey estimates that they would need 2 to 2- persons (to cover 7 days/week,
24 hrs./day) and that it would cost $15,000 for balance of year:
$8500 for personal services
4000 for vehicle
2500 for additional veterinarian fees.
E & D has $250,300
—60,000 for Art. 5, Chapter 90, Lowell St.
—62,000 for Art. 8, sewers

All other Articles passed should be put on tax levy.
Recommendations of Appropriation Committee
Art. 9 — Utica Street. Voted to recommend indefinite postponement. mould
like more information as to what Town would do with this land.
Art. 16 — Conservation land, Grove St. Voted to recommend unfavorable action.
Art. 20 — Dog Leash Law . Voted to recommend unfavorable action. Committee
thinks the estimates are appreciably lower than would be needed to
enforce such a law.
