Meeting of the Appropriation Committee, Monday, May 13, 1968, 7:30 p.m.
Present: D. Grant; J. Blaisdell; L. Burnell; R. Gary; R. Perry,
Comptroller; L. Lehner; R. °ouza
Tax Anticipation Borrowing – increased interest rates are costing the
town more this year. $43,800 was Ps appropriated for TAN interest;
so far we have spent $38,000. We will need more for future borrowing.
Last year at this time we had spent $27,000 for the same amount of
borrowing. Rates have gone up from 2.27% to 3.25%.
Salary Study Committee – Appropriation Committee has been asked to
appoint a member to serve on this committee. Ask Ed Furash to serve.

Budget Forms — Eorms proposed by Dick Perry discussed. Committee
suggested deleting 1968 expended column in Personal Service Form and
adding a column to axpandits expense budget forms (if there is space)
so that recommendations could be written in. Committee agreed that
department heads should be notified when the approved budget figure
is lower than their requested figure.

4 Revive structure of Town Govt. Ctee
5 Highway construction, chapter 90, requested for extension of
Blossomcrest down to Worthen rd. at Bowman School. Dick Perry or Al
Grey will try to find out what the time limitation is for the Town's
expenditure of Ch1 90 funds. Does it have to be appropriated this
June or can we wait a year?
6 Club licenses on ballot
7 Liquor licenses
8 Construction of sewer mains. $58,000 requested.
Woburn St. $40,000 for dry sewer from Lowell st. to
Woburn city line.
Hartwell Ave. 8,500 to serve Itek new building
Worthen Rd. 8,500 to serve commercial development

Art. 9 Land acquisition – Utica St. – same as Art. 69, March T.M.

11 Cover appointed or elected officers of Town by Workmen's Comp.
$150 requested.
12 Selectmen retain professional services to design veterans
memorial. $500 to $1000 requested
13 Construction of additions to Civil Defense warning system.
$4600 to be requested – same as Art. 66, March T.M.
14 Development of parking area, High School field house $?
15 Cemetery dept. expense budget increase. $750 requested.
16 Conservation Commission – land acquisition – Grove St.
11 Release deed restriction on Taft Ave. land – no money.
18. Addition to 1958 appropriation for equipment for PWD – $1200
This will allow insurance money to be used this year, will
not be an approptaation from E & D, but will avoid a year's
delay in use of insurance money received for fire damage.
19 Professional services for Old Res $?
20 Leash Law – money -included; amount unknown.
E & D has $250,000 available for use.
Law Budget — Selectman Cataldo came in to explain the Selectmen's
decision to increase the salary of the present Town Counsel, Don
Legro. lie stated that, when the budget was proposed, the Selectmen
intended to use it for a full—time counsel; no mention was made
of an interim expenditure. The Board has voted that, until Legro's
successor is hired, he would be paid at the same rate as a full—time
successor. Mr. Cataldo stated that he is working full—time for the
town. The Board has made this salary change effective retroactive
to January 1. The Board has had difficulty finding a suitable
replacement. Mr. Cataldo would like a part—time Town Counsel
plus a full—time assistant Town Counsel.
Meetings — Meet next Monday with Selectmen.
Schedule meetings with School Committee (Art. 14),
Conservation Commission (Art. 16) , Citizens (Art. 19),
Cemetery Commissioners (Art. 15)
Reserve Wednesday May 22 for extra meeting if needed.
Try to meet Capital Expenditures Committee. 27th.
