Meeting of the Appropriation Committee, Monday, April 29, 1968

Appropyia4ions and Budgets
Dick Perry was reminded to notify the committee of all changes in salary
from those proposed in budget requests and of any unusual changes
in expenditures for expenses or personal services.
Law Dept.— Mr. Peryy has been asked by the Selectmen to increase Mr.
Legro's salary from 333/mo. to $1,250/mo. for April and retroactive
to Jan. 1st. This would take the total budget planned for a full—time
law staff. He has asked that this request be put in writing. The
Selectmen are within their rights in spending the appropriation voted
by Town Meeting as they see fit, although this use of the money was
not proposed by them to this committee or to Town Meeting.
Old Res — development for swimming proposed in a letter from Eric Kula
and others. This will be one of the Articles in the June warrant.
Committee Members — The terms of Milt Bretscher, George Kolovson and
Frank Parrish are ended. Milt Bretscher has moved; Frank will not
accept reappointment, George's wishes are not yet known.
Frank will meet with the appointing committee as soon as possible in
order to make appointments and allow the committee to organize soon.
Structure of Town Government Committee — Dick Perry reported that the
— Selectmen met with this committee and with Arthur MacKinnon who
suggested that the Comptroller and Legal Counsel be appointed by the
Selectmen rather than by a Town Manager.
Budget Sheets — Dick had prepared sample sheets which he proposed to
use for next year's budgets. These were discussed, modified slightly.
azzkc Dick will consider further changes and come back with them.
Salary Study Committee — it should be urged that this committee be
appointed early and that it start functioning now instead of next
November—December.
Borrowing — Town is borrowing for tax anticipation in about the same
amounts as last year; however the interest rate is higher. We can
anticipate a request for additional funds for interest from the Reserve
Fund.
Reserve Fund Requests — Al Grey requested the following:
$575 transferred to Art. 59, 1967 T.M. for Blossom Street
construction. This money is needed to settle two claims for land
takings, a negotiated settlement. Voted to transfer $575.
$1,200 for repairing leaks in the roof of Cary Hall. they
now have a contractor there with staging in place to enagle them to
replace the gutters, tiles and slates for which money was included
in Art. 4. It will be less expensive to repair leaks while staging is
up than to wait and have to put staging up again. 'Toted to transfer
$1200 from Reserve Fund to Cary Memorial Expense account.
