Asking $14,000 for appraisals and acquisition. They have been talking to Advent Church, Somerville which owns land abutting and abutting Rte. 128. The church now longer wants to build church there because of Rte. 128 taking; they will sell to Town at $2300/A (for 10A). Brook drains entire area and goes to Tophet swamp. This sponge helps keep Baskin playground drier. If built upon, it would stop preventingflash flooding at Baskin andon this land. They want money reserved for this land in June. Kolovson, R. Perry, Comptroller; L. Zehner, R. Souza Recreation Budget discussed Committee wants to reclassify Director as permanent employees. at 5-20; Approp. Ctee decided to recommend against full-time employee status since the present director is a full-time employee somewhere else, rather to suggest flat-fee basis of payment. About $6,000 seems reasonable amount; director does work more than 40 hours/week on recreation job. Areas of disagreement with Selectmen discussed by committee and then at Selectmen's Meeting Lincoln St. - Approp. Ctte will recommend $10,000, not $150,000 Rec. Ctee. gives development of Harrington playground priority over this, feels that going into dump area is primarily because of varsity space need. Selectmen would give priority to sewers School Committee (Logan Clarke spoke for his committee) gives priority to Art. 4, Jr. H. S. , Parking Lot, then the Lincoln St. development. Our reaction is that while the present fields are crowded, and everyone would like this area, it isn't given top priority by any committee. Selectmen, who propose it, are not willing to give anything up in order to develop this area. Recreation Operating budget Increased by $1506 to pay extra hours of school custodians who are to receive time and a half for any time over 8 hourday. Overtime rates will be $4.80 to S5.50/hr, which will give janitors more than the professional instructors. Rec. Ctee. is trying to double up programs in a building where possible. They had been paying $3 per hour; new rates go into effect July 1. Logan Clarke agreed to review the use of custodians vs. outside help and the use of part-time custodians. They will reexamine policy to see whether there is a less expensive way to insure that there is a custodian familiar with the building who can take the responsibility for keeping it open for recreation programs. Director salary discussed. Rec. Ctee stated that Director is the only one Expinynx who does not get the benefits of being an employee, though he is already on the pension plan. They asked for salary of $8766/yr, an appropriation of $7900. Agreed to flat fee basis, no category, $8500/yr Town Clerk /1150 Mary McDonough has agreednot to have another girl provided she can call on clerical pool when needed. $15,694 agreed by Selectmen and Approp. More money may beneeded for clerical pool I94 Police Budget Police have much paper work; are using someone from clerical pool often. Have had 3 clerks for the last 3 years. Another clerk would free some policeman time. Selectmen and Approp. agreed on adding 3 poltecemen and a clerk Agreed to add 1 radar to expense budget. Fire Dept. Promotions - Selectmen agree with Approp. Ctee. Engineering.- Mr. McSweeney urged appropriation for additional employees. He must have more inspection this year. Selectmen and Appropriationx Committee will disagree on this at Town Meeting. Cemetery Budget #7350 - Selectmen will read $59,343, less funds from other sources, as requested 1 by Cemetery Commissioners. They support Approp. Ctee's recommendation of $49,365, less funds from other sources. Appropriation Ctee. will move to amend, Selectmen will support. Sewer Fund - Selectmen would like funds under Art. 28, but will not press. Sewer Laterals - Must add $39,000 for lateral on Adams St. This must be put in if street is to be constructed. Beautification Engineering estimate is $49,000 to finish. They have $21,000 left in Article, need $28,000. Blue Cross- Blue Shield Rates have increased by $73/employee. 9 mo. figure will increase $6100 Town Clerk Salary - Article is $12,500 . Again Selectmen will present figure requested by Clerk.
