Met with Capital Expenditures Committee - Hugh Chapin, Chairman; Van
Boughton; Jack Mithhell; M. Rawls
Lincoln St. site discussed - CEC does not disagree with estimates
of cost but will recommend deferment of project until an adequate
engineering survey has been done to show that the land has settled;
up to $15,000 would be recommended for such a survey.
High School Parking Lot - disapproved until a comprehensive plan for
the whole area around Worthen Rd. is available.
Article 56 - Lloyd land - Owner wants $84,000 for an area 2 acres
smaller than he was willing to sell for $65,000 last year. Recommend
57,500
Art. 61 $23,500 requested
Art. 68 $14,000 requested CEC recommends for 1969. Unfavorable this year.
Sewers - Not in favor of refilling Selectmen's fund. Committees agreed
in their understanding that this had been a one-year appropriation,
allowing Selectmen flexibility, ; they had anticipated it would be
refilled annually from the usual budget allowed fxmaxxvw for sewers,
not be a yearly addition to that budget.
CEC approved Great Meadow land purchase; otherwise committees were in
agreement on capital items.
Planning Board Items - discussed with Mrs. Riffin, Chairman of Ping. Bd.
Art. 56 - Planning Bd. agrees on $57,500 recommendation
Arts. 59, 60, and 61 to be postponed.
Art. 62 - Hartwell Ave. triangle - Ping. Bd. would like to add to cemetery
and landscape to form a buffer between industry and cemetery and widening
of Hartwell Ave. - Bedford St.
Art. 68 514,000 Planning Board favors
Art. 69 - Utica St. 550,000, Vinebrook $15,000 - Planning Board total
recommended is $65,000 (appraised figure?) to be taken by eminent domain;
Appropriation Ctee. figure approved is $110,000. Conservation Commission
does not have appraisal, but base estimate on $4000/A; have no option,
but owner will sell for that.
Art. 90 - Planning Bd. recommends against this, too.
Lincoln St. Planning Bd. does go along with 4 step development, starting
this year. Schools need 3 to 4 playing fields. Stage 1 - 12A $150,000,
Stage 2 - 5 A $78,000, Stage 3 - 92 A $100,000, Stage 4 - 5 A $70,000;
Total cost for development of 312 Acres is $398,000.

Conservation Articles
Art. 68 -- Chandler land - Grove St. Same as requested last year, low
land, under option for $13,000. Asking $14,000 for appraisals and acquisition.
They have been talking to Advent Church, Somerville which owns land
abutting and abutting Rte. 128. The church now longer wants to build
church there because of Rte. 128 taking; they will sell to Town at $2300/A
(for 10A). Brook drains entire area and goes to Tophet swamp. This
sponge helps keep Baskin playground drier. If built upon, it would
stop preventingflash flooding at Baskin andon this land. They want money
reserved for this land in June.

1-1 Meeting of Appropriation Committee, March 11, 1968, 7:30 3 p.m.
Present: F. Parrish, Chairman; J. Blaisdell; D. Grant; R. Gary; E. Furash;
G. Kolovson, R. Perry, Comptroller; L. Zehner, R. Souza
Recreation Budget discussed
Committee wants to reclassify Director as permanent employees.at S-20;
Approp. Ctee decided to recommend against full-time employee status
since the present director is a full-time employee somewhere else, rather
to suggest flat-fee basis of payment. About $6,000 seems reasonable
amount; director does work more than 40 hours/week on recreation job.
Areas of disagreement with Selectmen discussed by committee and then at
Selectmen's Meeting
Lincoln St. - Approp. Ctte will recommend $10,000, not 5150,000
Rec. Ctee. gives development of Harrington playground priority over this,
feels that going into dump area is primarily because of varsity space need.
Selectmen would give priority to sewers
School Commitee (Logan Clarke spoke for his committee) gives priority to
Art. 4, Jr. H. S. , Parking Lot, then the Lincoln St. development.
Our reaction is that while the present fields are crowded, and everyone
would like this area, it isn't given top priority by any committee.
Selectmen, who propose it, are not willing to give anything up in order
to develop this area.
Recreation Operating budget
Increased by $1506 to pay extra hours of school custodians who are to
receive time and a half for any time over 8 hourday. Overtime rates
will be $4 .80 to $5.50/hr, which will give janitors more than the
professional instructors. Rec. Ctee. is trying to double up programs in
a building where possible. They had been paying $3 per hour; new rates
go into effect July 1. Logan Clarke agreed to review the use of custodians
vs. outside help and the use of part-time custodians. They will reexamine
policy to see whether there is a less expensive way to insure that there
is a custodian familiar with the building who can take the responsibility
for keeping it open for recreation programs.
Director salary discussed. Rec. Ctee stated that Director is the only one
wwpimynx who does not get the benefits of being an employee, though he
is already on the pension plan. They asked for salary of $8766/yr, an
appropriation of $7900. Agreed to flat fee basis, no category, $8500/yr
Town Clerk
01150 Mary McDonough has agreednot too have another girl provided she can
call on clerical pool when needed. $15,694 agreed by Selectmen and Approp.
More money may beneeded for clerical pool
