Kolovson; R. Perry, Comptroller; R. Souza; L. Zehner Additional operating budgets discussed and recommendations agreed upon. Meeting with Selectmen Information on land articles requested - notavailable. #1000 - Exec. Secretary got no step raise last year (received addl. pay for acting as Supt. of Public Works, however), did very well this year. Therefore double jump is to be requested. Lincoln St. dump area - a minimum of $100,000 will be needed. There will be a committee meeting with the landscape architect, Feb 26. e--� Art. 74 - Sewer Mains - $325,000 . Selectmen anticipate 85% reimbursement Town Counsel = Selectmen suggest that they may wish to have a Legal Dept. They have found one willing to come on a part-time basis. For Town counsel, secty. , and office and expenses they wish to appropriate at a rate of $30,000 per year. From April 1, the total to be requested is $25,500. Souza Articles as stated plus Art. 4 as tentatively recommended, plus estimated state and county figures would amount to a $9 increase in tax rate, assuming $600,000 is transferred from E & D. Articles amount to $2,200,000 Capital Expenditures Committee estimates $1,400,000 - this would make the tax increase $5 Police Rica Budget Discussed Cadets (Art. 39) recommend only 2 cadets this year and an appropriation of $5800 School Articles - Logan Clarke and Rudolph Fobert came to discuss these. Art. 13 - $125,000 for Junior High School plans - top priority of their items. Art. 30 - $�500 for parking lot - less importaht than JHS, but they would like this parking space very much. Construction Program Anticipated that new junior high school will cost about $4 million including equipment (Large increase in cost of mechanical equipment and relatively small no. of people who will bid on this kind of job accounts for most of the price increase) Construction will allow them to put the ninth grade in the Junior High Schools, to reduce Muazey by 100 and discontinue Muzzey after 1976, they hope. Munroe would be discontinued in 1972, Hancock in 1973. Operating Articles discussed 92 Committee will recommend $46,50014 for #4150 (no snowblower) #89,000 for #5100 (no addl. engnrs.) 18,525 for #5350 (no fencing) Total budget to be recommended is $1,361,875 for Art. 4, exclusive of school items. Zehner Net with Capital Expenditures Committee - Hugh Chapin, Chairman; Van Boughton; Jack Mithhell; M. Rawls Lincoln St. site discussed - CEC does not disagree with estimates of cost but will recommend deferment of project until an adequate engineering survey has been done to show that the land has settled; up to $15,000 would be recommended for such a survey. High School Parking Lot - disapproved until a comprehensive plan for the whole area around Worthen Rd. is available. Article 56 - Lloyd land - Owner wants $84,000 for an area 2 acres smaller than he was willing to sell for $65,000 last year. Recommend 57,500 Art. 61 $23,500 requested Art. 68 $14,000 requested CEC recommends for 1969. Unfavorable this year. Sewers - Not in favor of refilling Selectmen's fund. Committees agreed in their understanding that this had been a one-year appropriation, allowing Selectmen flexibility, ; they had anticipated it would be refilled annually from the usual budget allowed frpxxxxx for sewers, not be a yearly addition to that budget. CEC approved Great Meadow land purchase; otherwise committees were in agreement on capital items. Planning Board Items - discussed with Mrs. Riffin, Chairman of Ping. Bd. Art. 56 - Planning Bd. agrees on $57,500 recommendation Arts. 59, 60, and 61 to be postponed. Art. 62 - Hartwell Ave. triangle - Ping. Bd. would like to add to cemetery and landscape to form a buffer between industry and cemetery and widening of Hartwell Ave. - Bedford St. Art. 68 $14,000 Planning Board favors Art. 69 - Utica St. $50,000, Vinebrook $15,000 - Planning Board total recommended is $65,000 (appraised figure?) to be taken by eminent domain; Appropriation Ctee. figure approved is $110,000. Conservation Commission does not have appraisal, but base estimate on $4000/A; have no option, but owner will sell for that. Apt. 90 - Planning Bd. recommends against this, too. Lincoln St. Planning Bd. does go along with 4 step development, starting this year. Schools need 3 to 4 playing fields. Stage 1 - 12A $150,000, Stage 2 - 5 A $78,000, Stage 3 - 91 A $100,000, Stage 4 - 5 A $70,000; Total cost for development of 312 Acres is $398,000. r
