Zehner; R. . ouza Land Purchase Article: Citizens presenting an article to purchase land which would give access to the test Frem from Mason St. and about 1 Acre of land which lies back of lots now being developed on Mason St. were represented at this meeting by James Storer and R. Tryon who discussed the advisability of buying this land both as access to the West Farm conservation land and as a means of keeping open the possibility of the town's building a road from the vicinity of Route 2 to Mass. Ave. parallel with present Pleasant Street. The Committee advised them to get opinions of the Planning Board. and U7D Capital Expenditures committee . =.i E & D Library Trustees have released $4,000, appropriated under Art. 34 of 1965 Town Meeting for the frant entrance of Cary Library, to E & D. Dick Perry informed the committee that E & D may he more than $800,000 this year; this would include closing out such funds as water available surplus, sewer assessment fund, etc. to E & D. $164,234 from unexpended 1967 appropriations revert to E a D. Mass. Association of Finance Committees meeting. Frank Parrish reported that taey were informed that Cheryy Sheets.. :rill _ be available March 1. Sales tax distribution to Cities and towns should be higher in 1968 than in 1967. The state had more sales tax income in 1967 than it distributed, and there should be an increase in 1968 Mr. McKinnon suggests putting all welfare appropriations into one appropriation account this year in case more money should be needed for one category of welfare and leas for another category than can be estimated now for the first half of 1968. This would permit expenditure of the appropriated funds with less likelihood of keserve Fund transfers being needed and large balances being left for the last half year. We could have an internal control. Dick Perry agreed that this would be advisable and the Committee approved having one account with inte.nal control. • Mr. u-cKinnon recommends that towns keep free cash amounting to 10% of the tax levy, a Reserve Fund of 2 to 3% of the tax levy. Budgets Public Works Dept. budgets are not yet available. # 1000 Selectmen request a double jump for Al Grey who is now being paid $135 per month extra for working as interim Supt. of Public Works. This $135/mo. was made retroactive to Aug. 14 because of added responsi— bility. George Kolovson will ask Selectmen why double ju►pp is recommeaded. #1050 $5100 approved #1130 approved as submitted • #1150 Town Clerk's budget discussed. Clerk—Treasurer's office had 5 employees full time, 1 part—time in 1967. a'or 1968, Clerk requests 4 full—time, plus 1 part—time, Treasurer 2 full—time, Comptroller • 2 full—time (to take over the billing formerly done by treasurer). j Committee will request Mary McDonough to explain her personnel needs and the microfilming requested under account #1200.
