Meeting of the Appropriation Committee, October 23, 1967, 7:30 p.m.

Letter from Mr. Legro was received by Don Grant. He suggested. that
Don Grant and Frank Parrish meet with the Chairman of the Board of
Selectmen, the Moderator and Mr. Legro to discuss presentation of the
budget at the Town Meeting. The Committee agreed this was desirable.
Don Grant will write a letter requesting such a meeti. g, preferably
some Monday night.
Letter to accompany budget forms has been drafted by Don Grant. This
states that Ch. 41, sec. 9 of the general laws as amended provides
that the Selectmen and all other departments are required to estiiaate
the amounts required to run their departments for the coming year, and
to give an explarsion of amounts differing from those of the previous
year; it also requires them to estimate i_ come to be received during
the year and capital outlays and permanent improvements which they wish
to undertake. Dick Perry will send his budget forms with this let,:er.
Al Grey has already sent a letter to all department heads and committees
asking that the operating budget forms be returned to him by Nov. 20.

Cemetery Commissioners have sent no further information; they will come
in next week.
Veterans Benefits $11,000 was originally requested. Mr. Beloastro
has sent the following breakdown of his requirements for October:
$2,503.04 for Hospital bills
471.00 for Doctors bills
1,719.00 for ordi..ary benefits
$4,693.04 Total
Voted to transfer $4,700. from Reserve Fund to Veterans Benefits and
ask him to submit his requests for November and December only after
applying to the Trustees of Public Trusts for assistance for any cases
which might qualify as "needy poor" for whom the Trustees have funds
available. There is some question whether money paid by the Trustees
will qualify for state reimbursement of 50%.
Historic Districts Commission requested $425. They had anticipated
51 applications (an increase of 25% over last year) ; they now revise
their estimate to 70 applications. Balance in expense budget is 353.00
Voted to transfer $425. from Reserve Fund.
health Dept. $3,100 was originally requested. They expect to spend
x$4100 for premature babies and TB hospitalization; $750 was budgeted.
This leaves a deficit of $3350. There is a possibility that the
premature infant cases may qualify as needy. Therefore Frank will
request that they apply to the Trustees of Public Trusts.
Voted to transfer $2100 from the Reserve Fund; this amount was agreed
upon by Frank and Mr. Mc ?uillen as the minimum necessary now.
Reserve Fund Balance after these transfers $20,195.
Data Processing Cen er By—Law requested by Dick Perry last year. No
`-` action has been taken by Selectmen. After discussion of the advisability
of pro osinf�- a by—law or a studycommittee, it was decided that Frank
Parrish wily notify other deparments that we are thinking of submitting

such a by—law, and asking for any suggestions they may wish to give.
Don Grant and Dick Perry will then write a proposed by—law.
Trustees of Public Trusts have funds available for welfare and
cemetery purposes. They cannot transfer funds unless they receive
a request. When they approve a request, the money does not go into
Town funds or through the Town budgets, but directly to the person
or department applying. It was decided to ask them what funds may
be available in 1967-68 and use this information in examining the
budgets which are submitted, deducting funds available from this
source. Don Grant will talk to Mr. Morey and request that he come
tf; to a meetinb with tris Committee.
Town Treasurer has resigned. No action has yet been tgken by Selectmen
in appointing a treasurer to serve until election. It would take an
Act of the Legislature to authorize the appointment rather than the
election of Treasurer. For the 1968 session, a bill must be submitted
by the first :Wednesday of December 1967 in order to avoid late filing.
Towns which lave both Treasurer and Collector of Taxes may authorize
the treasurer to act as collector at a Town Meeting. Present salary
of Treasurer is $1500, Collector $8900. Total now paid is $10,400.
Teacher Salary Committee:Frank Parrish reported that, at last week's
meeting, it was reported that only 6 additional teachers will be needed
next year. Last year and the year before 40 to 50 additional teachers
were required.
