Meeting of the Appropriation Committee, October 2, 1967, 7:30 p.m.
Present: Robert Gary, Acting Chairman; J. Blaisdell; E. Furash;

Reserve Fund Requests
Interest on Debt, 31,500 requested for tax anticipation note interest.
Voted to transfer 31,500 from Reserve Fund.
Principal, $3,000 requested. Borrowing of $328,000 was authorized
for the Town Barn; when notes were issued, Town was asked to pay $3,000
cash and issue notes for $325,000, a more convenient figure to divide
into equal payments. Voted to transfer $3,000 from Reserve Fund.
Veterans Benefits — Aid & Expenses, $11,000 requested. This is needed
in addition to the original budget appropriated of $20,000 plus the
$6,000 transferred from Reserve Fund at a previous meeting.
Present balance in that account is $4,063.14. Although it seems likely
that this amount will be needed, no information explaining the
necessity for this amount was included with the request.
Voted to table the request and ask for a breakdown of anticipated expenses.
Health Department, Expenses (Hospital Account) — $3,100 requested.
3750 was budgeted for Hospital Account; expenses in this category have
exceeded this amount already and an aUlitional $1,260 will be needed
by the end of the year. Present balance in the whole expense account
is 33,040.86. Dick Perry will request a breakdown of all anticipated
expenses before the next meeting.
Voted to table the request pending receipt of this information.
Anticipated Requests from Reserve Fund
Group Insurance account will probably need an additional $10,000.

Dick Perry was requested to alert the Selectmen that this account is very
low for this time of year.
E & D — Dick Perry informed the committee that he will transfer 3500
out of ESL D to reestablish Article 15 of 1963 which was closed out
in error Dec. 31, 1965. This was an Article for landtakings. A request
has now been received from Mr. Legro to pay 3500 out of that Article
for a case that has been pending since that time.
Responsibility of Committee Members — Frank Parrish has assigned a
department or group of departments to each committee member so that
one committee member can review each budget with a department head
prior to his meeting with the Appropriation Committee. Detailed
reports of 1966 and 1967 expenditures to date were prepared by Dick
Perry for submission to the departments to assist in preparing 1968
budgets. Copies were given to the committee members responsible.
Police Radio — When appropriation was requested, Mr. Burrell thought
federal aid would be obtainable. Changes made in C.D. program by
Washington have now made such aid unobtainable.
Salary Study Committee — George Kolovson will represent this Committee.
