Bids were $18,650 higher than estimated. Bids were $155,568, excluding engineering costs of 12%. Available funds are $157,120. Al Grey stated that, because five separate Articles were involved in the Street Construction bids, it would not be possible to drop one street and use all the money for the remainder. If a transfer was not made they would have to readvertise now or wait until next Spring and readvertise. Readvertising now would mean a long delay in construction of Philip ltd. (needed for access to Bowman School) and Mass. Ave. The Committee discussed the possibility of avoiding such a problem in the future by either getting bids earlier or putting out the street contracts in two lots. It is also possible to return to the previous practice of voting a lump sum for streets and leaving to the discretion of the Selectmen which streets will be included. Voted to transfer $18,650 from the Reserve Fund. Letter to Don Legro on the question of whose figures are read to Town Meeting, Selectmen's or Appropriation Committee's.
