Parrish, Chairman (from 8:15 p.m. ) June 12 Town Meeting Articles discussed Art. 2 Buckman Tavern repairs If motion can still be so worded that Town can reimburse Historical Society, it would be more economical. If not, will Selectmen wish to employ consultant now used by the Society to supervise the work? Amount to be requested not yet known. Bids which Hist. Society received ranged from $22,000 to $25,000 for work, excluding supervision. Art. 3 Civil Defense — $3,500 to be requested? Of the $5,000 appropriated, $3,125 has been spent. Balance is now $1,875. Suggest appropriating $2,100 additional. This should be enough to run the warning system, leaving 81,875 for other expenses. Art. 4 Conservation Their estimate indicates need for 225 hours secretarial service per year. For last seven months, their need should be about 115 hours. At 02 per hour, cost would be $230. Suggest appropriating $300 additional Art. 5 Cemetery Department — Recommend against. Art. 6 Refuse Disposal — $3,000 requested. Discuss with Selectmen Dump has 25 years before it is expected to be filled. Selectmen's Meeting: Present — A. Kenney, L. Cole, L. Burnell, R. Cataldo. Art. 2 Buckman Tavern Mr. Legro stated that courts have ruled against any circum— vention of Town bidding laws which include the payment of "prevailing rates". Therefore it would not be feasible for Town to reimburse Society. To allow for contract plus supervision (estimated at 5%) both Boards will recommend appropriation of $25,000. Selectmen suggest that Society pay any excess. Art. 3 Civil Defense — Selectmen undecided how much to request. Burrell would like whole budget restored, $4785. Training officer has been paid through May because of planned exercises; this expense has been stopped as of June 1. Art. 6 Regional Refuse Disposal. Mr. Cataldo suggests that this voluntary planning group may be a safeguard against being forced to join a regional planning group proposed by the legislature in which the Town would have a less effective voice. Art. 7 Permanent Building Committee — Appropriation Ctee. has voted to recommend $300. Art. 8 Traffic Study — Bedford St. and Hartwell Ave. $10,000 will be given by a firm through the Air Forde. $16,000 requested by Selectmen. Estimate is $17,000 — $26,000. 2. Appropriation Committee meeting, May 29, 1967 Art. 8 Exact cost of study will depend upon how much help the Town can supply in counting traffic, etc. In addition to making the study and proposing improvements, an engineer will have to follow its progress at the DPW. This is likely to take many hours. Art. 9 North Lexington Sewer, from Pumping Sta. to Hamilton Ad. 1938 — Capacity was 1200 gal. per min. 1956 — enlarged to 2,000 gal/min. 1953 — Bedford allowed to pump 800 gal/min from its Shawsheen Rd. pumping station to our gravity main, then to our pumping station and to the Hamilton Rd. end of our gravity line. 1959-60 — capacity was exceeded during periods of heavy rainfall, causing sewage to back up into Tophet Swamp and Bedford. IfJ 1960 Study by Whitman and Howard recommended finding source of infiltration and sealing from inside. If infiltration could not be stopped, a new force main (20") to Hamilton Rd. would be U required. Beyond that a relief sewer and new pumps in the pumping station. Inspection of lines (April — June 1964) showed infiltration was not coming from joints in pipe. Most of the infiltration is thought to be caused by pumping water from wet cellars into the sewer system. Bedford was exceeding the 800 gal/min agreed upon. 1965 Art. 16 appropriated $166,000 for force main from pumping station to Hamilton Rd. The 20" size planned was based upon Bedford's contributing 800 gal/min. Now a larger main is needed for part of this line. Bedford will construct a 20" force main down Great Rd. to connect at Ledgelawn. Lexington should construct 20" force main to this point, then a 30" main to Hamilton Rd. Total cost $194,000. Additional funds needed $28,000. Capacity will be increased to 3000 gal/min, at pumping station. Bedford will pay part of the cost. Town is eligible for 74-80% state and federal aid ( has already had a 30% grant approved). Future need — probably to be requested March 1968 Construction of relief sewer from Hamilton Rd. to MDC line and new pumps for pumping Station. pumps may cost about $100,000. Relief sewer will cost about $410,000, of which Lexington's share will be about $185,000. The remainder will be paid by Bedford and the Air Force, which also uses this portion. Air Force wishes to increase from present 625 gal/min to 1500 gal/min. Connection to MDC. Every connection to MDC sewer costs extra. MDC will deduct from Lexington's bill and add to Bedford and Air Force for their share; Bedford's cost will be determined by amount coming into their pumping station. Art. 10 Massachusetts Ave. $14,000 requested. Chapter 90 money can't be used on this strethh because it can't be built according to state standards with tree saved. $12,000 of Chapter 90 money will remain unspent, can be used on future project. Art. 11 Hydrological study — Counsel can find no legal way to do this. Arlington and Lexington Selectmen want to find best use for this land. Art. 12 Instructional Pool $10,000 additional requested. Estimates used to determine total needed in March assumed a 6 hour turnover was sufficient and assumed that additional equipment i _7 . ,L 3. Appropriation Committee meeting, May 29, 1967 would fit in present bathhouse. Camp, Dresser & McKee pointed out that a 4 hour turnover is required, making larger filters necessary, and recommended housing for electricity and pipes. Old estimate was based on $15,000 for pool, 45,000 for engineering and contingencies. 420,000 was appropriated. New estimate is 418,500 for pool with bigger filters, plus 410,000 for housing, plus $1,500 for contingencies. John Carroll recommends appropriation of 430,000 Art. 13 Emerson Road — Selectmen seem not to favor this Article, but gave no definite recommendation. Art. 25 Concord Ave. sidewalk — Selectmen oppose p j Art. 20 Laconia Street — $23,000 requested. 1-4 Money for sewer is available under Art. 14 funds appropriated in March Cherry Sheet estimates that Lexington will receive 4900,000 more than we actually got last year. Sta ,e and County assessments are also higher. Net increase is greater than $400,000. Dick Perry estimates 1967 tax rate of 447,80 based on March T.M. and this cherry sheet. This would be a 44.20 increase.
