Meeting of the Appropriation Committee, Monday, May 22, 1967, 7:30 p.m.

Art. 28 Laconia St. Letter sent by proponents to all Town Meeting
m embers describing impassable condition of street. This article
is the same as Art. 58 of March T.M. which Appropriation Committee
favored at that time; Town Meeting turned it down on recommenda—
tion of Capital Expenditures Committee.
Inquire whether the $13,000 for sewer in this street is still
available in funds appropriated under Art. 14 (March 1967), and
what the Selectmen's position on this Article will be.
Comptroller's Article
Discussed advisability of delaying this Article since Don Legro
advises that the By—Law should be written in order for it to
he accepted by Town Meeting (It is not appropriate merely to
accept the chapter of the Mass. Acts). Since the Town is not
ready to install any data processing system yet, having neither
money nor space available, there would seem to be no hurry to
wait until next spring. In the meantime, it would be desirable
to have a committee which might consist of the comptroller, plus
a member or appointee of the School Committee and Board of Select—
, men, and one or two members with experience in data processing
or computers. Such a committee could study the needs of the
various departments in the town and advise the town what system
might best be Used; the committee might write an appropriate
By—Law if that seemed advisable. The Appropriation Committee
voted to request the Selectmen to set up such a committee.
Art. 5 — Conservation Commission came to discuss their request
for expenses (Jules Sussman, Frank Smith, Aiden Ripley, Les York,
Al Peckham, Paul Mazerell and visitors)
$1,000 requested at March T.M. , $300 voted. Requesting $700 now.
They have reviewed mailing list and cut back as much as possible.
Federal and state agencies have added to reports needed. Most
of the secretarial work involves writing required letters and
reports.
Possibility of using secretarial pool — they have had such help
in emergencies but have been told they should not expect that
any help could be available on regular basis.
Duplication facilities — the Town copying machine at the police
station is not available to them, they state.
Secretarial need — Their budget request for $900 per year for
secretarial services anticipates the need for 225 hours of work
at the rate of $4 per hour which they are now paying.
Appropriation Committee suggests use of part—time help (for which
they might advertise) or of secretarial pool at a rate closer to
$2 per hour.
Conservation Fund — $1300 balance. About $800 is encumbered
for West Farm appraisals; the rest is needed for use atm amounts
appropriated for appraisals on other property are exceeded. The
fund is small and shouldn't be used for expenses, they feel.
Commission Operating expenses, excluding secretarial time, would
amount to about $300 per year.
Article 9 — Traffic study — Mr. Grey reports that Lincoln Lab will
pay $10,000 toward this; therefore appropriation requested is $16,000.

Appropriation Committee meeting cont.
Art. 10 — Bedford Sewer. There will be just one sewer Article.
$28,000 additional is to be requested. Available balance is
1159,000, making $187,000 total needed.
Bedford is supposed to reimburse us for part of this. How much
has not yet been determined. Lexington must appropriate the total
amount first. Appropriation Committee will ask about possibility
of using part of the $250,000 general sewer appropriation made in March
Art. 13 Emerson Road — Roland Greeley, chairman of Planning Board,
came to discuss this Article.
Art. 57 of March T.M. anticipated taking the property and deferring
construction. Mr. Legro informed them that they couldn't lay out
the road until they were planning to construct. Therefore that
Article was indefinitely postponed. Now this Article includes
laying out and constructing. $5,000 or $6,000 will be needed
for the 410 feet of right of way, and about ; 20,000 will be
needed for construction. Total request will be $26,000.
This will open up 1 lot at the most. There is no subdivision;
therefore construction has to be done at Town expense.
Planning Board favors construction because it will connect the
subdivision now built in the back of this piece to Adams St, and
it will make a direct access from Adams St. to aillards Woods,
which is now of limited use to the whole town because of its
single access off North St. Planning Board thinks this road will
work; opponents say it won't because (1) traffic is not enough
to justify its construction or (2) they fear the increased traffic.
Lidberg has agreed to sell the piece of land for $5,000 but has
included some provisions which Planning Board cannot ask Town to
accept; therefore eminent domain procedure may be used. Land
has been appraised for $3600.
Sanitary Land Fill — Selectmen have given DeMatteo permission to
bring fill from Mystic River dredging to Town dump. Don Grant
asked what effect this might have on the rate at which the dump
will be filled. He was told that this fill is intended to be
used as cover, to replace the cover the Town must sometimes buy,
and will not affect the dump life. It can be stockpiled in a
corner and used as needed. If it works on Hartwell Ave. dump,
Selectmen may permit it to be used us fill on Lincoln St. area.
Warrant has been signed by Selectmen tonight. They have omitted
the Comptroller's Article. Appropriation Committee will discuss
study committee suggestion with them after June T.M.
