Warrant for June Town Meeting
A preliminary list of Articles was received from the Selectmen.
These were discussed if information was available.
2. Buckman Tavern Repairs - about $20,000 to be requested.
3. Comptroller's Article proposing establishment of a Municipal
Data Processing Center and accepting the appropriate chapter
of Massachusetts Acts. No money requested. Mr. Perry proposes
this as the first step in organizing the Town's Data Processing
Equipment (now owned or to be purchased in the future) in a
central place under his control.
4. :Civil Defense Expenses - 33,500 to be requested by Selectmen.
Al Grey brought an answer from Mr. Burrell to our tetter
requesting a breakdown of costs for 1966 and 1967 of operating
the warning system. There was no answer to the last question:
how he is attempting to live within the March appropriation.
Mr. Grey stated that the Selectmen will answer that if anyone
does. He suggested that the:.Appropriation Committee has no
right to ask this question.
Mr. Burrell's memo estimates that $2376 will be needed to
operate the warning system for the rest of 1967. Having spent
• $2540 of his $5000 budget by the end of April, he has just
enough money for the warning system if he curtails all other
expenditures. There is no indication that he is planning to
do so.
5. Conservation Commission Expenses - additional amount to be
requested will be discussed with the Commission May 22.
6. Cemetery Department, Personal Services - $1,086 requested in
order to work full time instead of the present 2/3 time. This
was requested in March and refused.
7. Regional Refuse Disposal Planning Committee - $3,000 requested.
Committee was authorized by Art. 82 of March Town Meeting, at
which time no funds were requested.
8. Permanent Building Committee - $300 requested.
This committee was established by Art. 73 of March Town Meeting.
Appropriation Committee voted to recommend appropriation of $300.
9. Study of Bedford St. , Hartwell Ave. and Wood St. - $26,000
Same as Article 36, March Town Meeting.
10. Installation of sewer main from existing pumping station to
Hamilton Road. Authorized in 1965; additional money needed.
Amount to be requested is unknown.
Bedford Sewer Project - amount unknown
11. Construction of 500 ft. of Mass. Ave. - $14,000 to be requested.
Money has already been appropriated by Town assuming state aid.
State will not reimburse because of tree.
12. Hydrological land use study of Great Meadows - $10,000 may be
requested. This may not be legally possible. Town may not be
allowed to spend money studying land which Arlington owns.
13. Emerson Road from Adams St. 410 feet westerly - $30,000 requested.
Same as Article 57, March Town Meeting

Reserve Fund Reauests
Committee was requested to reconsider requests which had been tabled
April 17, 1967.
Voted to transfer $1,000 to Highway Maintenance Account.
Voted to table the request for $445.30 to be transferred to Police
1-4
Dept. expenses since there is still an adequate balance in their
budget for automotive repairs.
Selectmen's Meeting. All Selectmen and Mr. Grey present.
Frank Parrish asked for additional information on Articles 4, 6, and 7.
4. Civil Defense. When asked what action they have taken to
comply with Town Meeting appropriation of $5,000, Mr. Cole answered
that it was obvious that more money was needed and they were
requesting $3,500. He added that the law allows us to have an
advisory council for civil defense and he proposed appointing one
which should consist of one member of School Committee (Farwell),
one Selectman (Mabee), two citizens (Dr. Howard Hassler and Mr.
Bittenbender), and one member of Appropriation Committee (to be
appointed by Mr. Parrish). These would advise the Director of Civil
Defense and would be available at Town Meeting to answer any
questions about the program or budget.
6. Cemetery Dept. Selectmen agreed to put this Article in warrant
at the request of the Commissioners but by no means sanction it.
Mr. Cole said that, as a budget request, it should be passed in a
March Town Meeting.
Appropriation Committee asked whether this department could be'
made part of Public Works Dept. Mr. Cole thought the Structure of
Government Committee was looking into this; it could be part of a
number of changes made by the charter commission.
7. Regional Refuse Disposal Planning Committee. Mr. Cataldo
stated that this committee, authorized to act under Sections 44A
to 44K of Chapter 40 of the General Laws, could appropriate up to
$3,000 (total, not annually) for expenses of the board which is
charged with studying every aspect of disposal, incineration, etc.
Each of the six towns which have accepted this committee have
appropriated or are appropriating $3,000. When this board has
finished its study and makes a recommendation, its proposal will
go directly on the ballot to be decided by referendum, not by
the Boards of Selectmen or Town Meetings.
