Meeting of the Appropriation Committee, Monday, April 17, 1967
Present: Frank Parrish, Chairman; R. Gary; D. Grant; G. Kolovson;

Committee Membership
Don Noyes has resigned from the committee.
Three members whose terms end now, John Blaisdell, Don Grant, and
Bob Gary, have been reappointed and have agreed tocontinue to serve.
Two vacancies remain to be filled (Noyes and Kenney).
Frank Parrish reports that the appointing committee has met and
decided to appoint Milton Bretscher and Edward Furash, out it is not
known whether they have accepted«
s-I Reserve Fund Requests
$1,000 requested for Highway Maintenance account. A vehicle was
1-1 involved in an accident in 1965 in which there was personal injury
and property damage. The court has just awarded a total of $1,000
for two personal injury claims and $569 for property damage. Since
the accident occurred when the Town had no insurance for property
damage and $1,000 deductible for personal injury, this must be paid
by the Town. Highway maintenance account has $500 budgeted for
miscellaneous; an additional $1,000 is needed.
$445.30 requested for Police Dept. expenses. Repairs to a car
involved in an accident March 20, 1967 total $445.30.
Both requests were tabled until later in the year when they will
be reconsidered if the balances in these accounts warrant it.
Mr. Perry will write John Carroll and Chief Corr thanking them for
notifying us that these amounts may be needed from the Reserve Fund
and telling them that we do not wish to teansfer money from the
Reserve Fund into such large accounts until it is obvious that the
balance is considerably lower.
Salary Advisory Committee discussed. Committee discussed advisability
of recommending to the Selectmen that a Personnel Board be established.
The aim would be to have an impartial continuing committee with some
authority. Further information seems to be needed before making such
a recommendation. Don Grant will look into the laws regarding
Personnel Boards.
Next Meeting - April 24. Civil Defense budget to be discussed with
Selectmen who may be requesting $3500 at June meeting. Conservation
Commission budget may be discussed with Jules Sussman.
Selectmen's meeting
Sewer Bonding discussed. All sewer Articles are partly bonded.
John Carroll thinks he may need more money than is available from
the non-bonded money for laterals before July 1. One bond issue
seems preferable to several smaller bond issues. If we bond before
July 1, interest will be payable in 1967; this has not been
provided for in the Interest account under Article 4.
Salary Advisory Committee - question of a stronger committee raised.
Mr. Cole reported that he has designated Don Noyes as his representative
to this committee.
