Meeting of the Appropriation Committee, March 13, 1967, 7:30 p.m.
Present: F. Parrish, Chairman; J. Blaisdell; R. Gary; D. Grant;
G. Kolovson; D. Noyes; R. Perry, Comptroller; R. Iouza.
E & D total is $338,075, about $88,000 more than we thought.
Dick Perry reports that three accounts which were carried
as reserve accounts will be closed out and put into E & D
as of the end of the year by the auditors who are now here
to audit the Town books.
Snow Removal — may require more funds because of recent storms.
Art. 24, Road Machinery. Selectmen have added about $7,50(4 for a
mower (i P.W.D. , 2 School Dept) for which they had forgotten
to insert an Article. Both departments have allowed 1/2
.--d man in their budgets. School Dept. will rent equipment and
pay PWD. Increase recommended amount from $75,000 to $82,500.
Art. 67, Lloyd land. Lloyds wish to sell now. Suggest to Selectmen
that they get option to next April.
Art. 4, Clerk—Treasurer, Personal Services, Acct. x#1150, should be
$21,333 instead of $20,967. Correct in supplementary report.
Meeting; with Selectmen, Cemetery Commissioners, Assessors, School Ctee.
Chairmen of all these boards present, in addition to all Selectmen.
Snow Removal — has $17,700 balance now. Consider adding $10,000
to budget or counting on use of Reserve Fund.
Swimming Pool — Selectmen favor, Appropriation Ctee. opposes
Lloyd Land discuss4d. 14A in parcel. Owners wish to sell to Town,
price is lower than they have been offered, Selectmen say.
Use — Selectmen propose to use as playground, foresee no use
other than recreation. Playground needed in that area, many houses
on Cedar St. ammx x are on 75' lots; there is no town—owned play
area within 1/2 mile radius.
Conservation suggested for part of this land by members of
Appropriation Committee since 14A seems too large for developed play—
ground and $4,000/A x 14Acres a large amount of money for this purpose.
Mr. Cataldo and Mr. Cole opposed to this idea, fear federal control.
Opinion of other selectmen not offered. (Back end is swamp)
Assessors — Valuation for 1967 is not available yet; no final figures
but Mr. Grush expects it to be 1/2 to 1 Million higher than Approp.
Ctee's figure. There has been a drop off in building, but some
increase in non—residential construction.
Revaluation may be needed again in 1972 (this would mean
the work would be done in 1970, 1971). Cost for revaluation should
be less than the last professional revaluation because we would not
have the cost for mapping which was done at that time. We would have
more units, but a smaller cost per unit.
Art. 78 — Whipple Hill. Selectmen were asked whether their appraisal
has been completed for this land. It is being made now, but is not
complete, they report. Selectmen vote to oppdse this Article.

Planning Board Chairman, Roland Greeley met with Approp. Ctee.
Personal Services budget: Board is worried about losing Zaleski,
Planning Director. They have revised job description, wish to
change his grade from S 25 IV to a 26 C (increase from $+11,080 to
$12,487), instead of merely raising him within his present grade
as proposed by Salary Committee from S 25 IV to S 25 D 011,080 to
$12,190) Money is minor but status is very important. They may
take this to Town Meeting to decide.
Lloyd Land and Whipple Hill land . Planning Board wants Town to
1f� buy both. If they had to choose, would take Whipple Hill first
,.� because they think it safer to wait on Lloyd land. Whipple Hill
is owned by developer who wants to develop it as soon as he gets
access through Winchester.
Lloyd land is wanted for active recreation. Children's play area
of 3 to 5 Acres would be enough, but since the land has only one
narrow access it is not practical to get only 5 Acres without
paying as much, or almost as much, for that amount as for the whole
14 Acres. They would probably not be opposed to using the back
portion as conservation land.
Appropriation Committee voted:
to recommend Zaleski's salary as previously budgeted,
to recommend purchase of Whipple Hill,
to postpone Lloyd land purchase,
to recommend acct. #2470 as voted before (Rec. Ctee. requests
an increase in that budget for basketball program in preference to
Article for grandstands)
to add $225 to acct. #4400 (C.D. out—of—state travel) because
Mr. Burrell will need money for meeting before next fall when he
becomes chairman and has meeting money made available by the association.
Art. 73: Permanent Building Ctee. Propose that three people appoint
this committee rather than just the Ooderator; suggest these be
the Chairmen of Selectmen and School Committee plus the Moderator.
Selectmen, when asked their opinion, agreed; they will offer amendment.
By—Law forbidding members of finance committees to serve on other
Town committees preparing expenditures was discussed.
Selectmen's Meeting
Selectmen have decided to recommend against bonding for Art. 14,
sewer laterals; they do recommend bonding for Arts. 16 and 17
Art. 14 — Selectmen will propose $325,000 (about $50,000 more than we have)
Art. 71 — Selectmen will propose indefinite postponement $5,000 for
loaming and seeding Baskin playground
Streets — Selectmen will recommend all streets except Art. 23,(which
is included by mistake). Total is $69,000 more than we recommend.
