Meeting of Appropriation Committee, Monday, Feb. 27, 1967, 7:00 p.m.
with Board of Selectmen and School Committee.
Present: F. Parrish, Chairman; J. Blaisdell; A. Gary; D. Grant; G.
Kolovson; D. Noyes; h. Perry, Co:,ph.-oller; L. Zenner; A. Souza
Jr. High School Alternatives
School Coy :, ttee mentioned three possible plans for consideration and
discussion by the other boards,
1. Add 600 capacity to High School
2. Build J.H.S. of 900 capacity, add later to 1200 capacity. This
would result in a 6,3,3 system to 1931 when Muzzey would be given
up, then a 6,2,4, system.
3. Build a J.H.S. of 1200 capacity ant.. aal to Diamond 200 seats. This
1,,,,4 would allow early phasing out of i.xuz: ey, .rut would be building
IrZ beyond needs. 6,3,3 system for foreseeable future.
Cost Estimates
1. Cost estimated by TLC 32 million (additional athletic facilities
would be needed in addition to the classroom wing).
2. Cost estimated by Cole $2,160,000
3. Cost estimated by Cole 53,160,000
Population esti-.: tes discussed but no conclusions as to relative
accuracies were reached.
School Committee has used their own projections to 1982, have used
i.:e;;calf E_ Eddy's for saturation figures though they do not agree with
them.

School Committee would not recommend phasing out Muzzey immediately,
but in a pro-gram which looks to future it may outlive its usefulness;
the site is small. They have no plan to use it as anything but a J.H.S.
however, if the Town needs Muzzey for another use, for example Town
Offices, alternative #3 might be worth considering. It would cost about
':rl million more than alternative #2. Mr. Cataldo answered that the
Town office complex can't wait until 1976, the earliest date Muzzey
could be available.
High School
Adding 600 capacity would overbuild High School unless it is always used
as a Jr. H.S.
Plan #2
cuts back Muzzey to 700 at which capacity it can be made more nearly
comparable to other Jr. U.S. , although it will always be an old building.
If a J.H.S. is built by 1971,there will be some surplus apace in the H.S.
fro: then on. However,splitting the ninth grade between a J.H.S. and the
H.S. is not desirable educationally and requires some duplication of
teachers.
Administration Building
School Committee asked whether this space was needed for Town Office.
::r. Cataldo answered that it was not; they would consider using Munroe
School for police station if that were available soon enough.
Selectmen and School Comnittee agree that Plan #2 is best of these three.

Report is to go th the printer tomorrow morning.
Art. 77 Conservation Fund, for options and other purposes. Has
$110L. balance, Voted to recommend only $2,000.
Art. 33 31,300 is now requested for printing by—laws.

Art. 4 #3800 Police Expenses. Appropriation Ctee cut 32675
Discussed Public Safety item, 3750 requested for guns already bought.
Al Grey stated that they might wish to buy (or may already have bought)
riot control equipment, including 2 rifles and 2 to my guns.
Selectmen agreed to new budget total of 350,250.
#5100 Engineering Personal Services. Overtime money needed for
early morning, late afternoon and weekend traffic counts, water inspection,
etc. _Iew total agreed 373,928.

#6200 Selectmen agreed to remove Second floor telephone; Apnrop.

Approprintion Committee informed Selectmen about its position on the
rer ainin,_ Articles. Selectmen gave the following explanations:
Art. 33 Hart-.sell Ave. traffic study. $26,000 requested. The state

would extend from the west and north Town lines and along Fremont
St. and would include a study of peak traffic including backup, off—hours
traffic, tf of lie related to present employees at lIanscom, impact of
future traffic and ways of meeting future traffic needs. Frank Parrish
suggested talking to Air Z orce and getting their cooperation and
financial support before proceeding.
Art. 57 Emerson :toad 34,000 needed for ci.._-.a es, no construction money.
Art. 63 Marrett ;td. laud is requested for Marrett Rd.—Worthen Ac.
crossing; it has 280 ft. frontage on Marrett :td.
Art. 68 Pool. ,;20,000 for instructional pool. Selectmen favor this
Article described as the :_e.-:.t of recreation program.
Art. 79 New Amsterdam and Pihl land. Selectmen intend to proceed
_ ..___t additional money.
Art. 73 Jhipple Hill land. Mr. Cole suggests deferring purchase.
'.:r. CatalCo suggests having a new appraisal and making a taking. For
federal reimburse:eat, Town must tender 75% of appraisal price.
Appropriation Committee would fnvor proposal to mane a taking, voted
later to recommend appropriation of 365,000 under this Article, pe: ding
Selectmen's appraisal.
Art. 4 #4900 Selectmen Lase now :.�.ned back 2 a h itional laborers needed
for new Barn (custodian anti €mec:_anie) and increased summer laborers to
8 because of vacation time. This adds •,)111G3
Hartwell Ave. Appropriation Co.-.: i t tee received let_.er from Ur. Tropeano
stating that Instrumentation Lab. intends to build a 64,000 sq. ft. bldg.
if the Town provides sewer and water. Two years later it will add a
130,0CC sq. ft. bldg. Other companies are not willing to make a more
definite co_nitment at this time.
