Treasurer's Report - Omar 23,673$ - Plowing Bill is due 2. Organizational Discussion - Omar - Have not been filing regulatory documents to the State, Have to send 4 years of this (tax returns). Bylaws are specific about - Meeting, Quorum needed in person, Need to appoint Directors - Lawyer asking to change Bylaws. Omar working on that. Peggy - Wants to have discussion on Mission - separate meeting Omar- What to do in the year, and what budget we have Jim C - Has a contact for (USB) light chargers - Ernie Discussion on Ambassador program, Tik-Tok campaign, a lot of good ideas Omar - 128 Business Council meeting - Non-profit - Alternative Transportation - Want to promote Cycling. We should partner with them. Doodle poll on attendees Peggy - Kiosks approved in 2016, Town has to do it. Dave P has the ball - he is going to hire a designer this Summer. 3. Plowing Update - Done 4. Approve January 13, 2022 and January 29, 2022 Meeting Minutes We have Quorum. All members in attendance. Approved 2. Lexington High School Student Survey Update Arnav could not make the meeting. Shawn Duggan takes care of Surveys going out. High Schoolers should vet it before it goes out. 3. Liaison Reports Mark Sandeen - Appreciative about our work on the Roundabout and our recommendations. Betty going to present to Sustainability Lexington Betty - Working Group for what should be in the Bike Ped Plan. Mark-Should be in the discussion early. We should talk about what measurable changes, now. Mike volunteered come up with some ideas, as a group BEFORE consultants come in. Tom Fortmann agreed. Ram talked to Bob Peters (Planning Board) 99 Hayden - Large Developers....Reducing Single driver / bikes or public transport / 10,000$ per car park (above ground, maybe $60K above) - equity for public transport/bike. Equal value provided to bikers (Equality). Companies give Subsidy for Biking. Ross-Can we write into the Project Plans - force companies to subsidize non-drivers. 440 Bedford Street / Margherita's - walk the area -South side- no sidewalk. convoluted way to get bike path. Ross - some improvements. Only 8 years away 186 Bedford St - Limit Park - Bike Accom - Groundforce park- Spend some money on other accommodation Mark Sandeen- 475 Bedford Street - How to get it to...from Bike Path Comprehensive Plan - 2003 old. Subcommittee of the board - months to present to the Planning Board ...first pass next 60 days MBTA Housing Choice Laws - Zones in Town - 50 Acres - allow for certain zones - multi-family by right - along commercial routes. Commercial Developments - Encouraging Bicycle Hartwell Rezoned - incl 440 Bedford St - getting good deal Roundabout - Ross - moving. Masons - Right-of-way 4. Battle Green Streetscape Roundabout Update Ross - No negatives on this Suzan Chen - Conversation with Yifang Gong (very vocal) - Supportive of Roundabouts/Engineer. Cyclists will not be careful/accommodated-Single Traffic lane - Makes it safe Ross - Other locations - Traffic Calming Scenic Byway - Phase 1 - No bike improvements. Only in Phase 2. Trying to reduce Speed - but it is a MassDOT project. Somebody should be in touch with Richard Canale. Mark S- Letter from LBAC to MassDOT? Tim Parrish-District 4 (cc battle road committee). Peggy had written a letter - they didn't want to widen Rte 2A. We can bring it back. Tom Fortmann - We need to pave it. Also, can the Select Board write a letter. LBAC send a letter to Town Manager to send it to Scenic Byways. And have Ross review it - so it is technically feasible. 1 person from LBAC to talk to Richard Canale 5. Bike/Ped Plan Update Betty, Mike and Archana from SLC will work with Sheila Page to develop a framework for an effective BPP that will have measurable goals. 6. Signage Proposal Work (a) Peggy was on it. Lot of work done. What next? Courtesy signs - Ross- Graphic Designer. We can make it happen. Ross-Vision Zero - No transportation related fatalities may have funds. Speed Limit of 15 - has it been approved? (b) Burma Shave signs worked - but they were trashed. Jim C - will run with it 7. Other Business Susan's List of upcoming events — Betty forwarded to everyone Tom Fortmann - Letter from Peggy - We need to propose something specific. Question for Ross - Plans for Phase 1 can be sent/ 4 crosswalks, flashing lights, edge to edge paving. Should lower speed limit from 40. Painted bike lanes were asked for. Ross to share. Upcoming Dates: Tri-Town Bikeway Meeting — March 22th 7:30 pm (Lexington hosting) LBAC Meeting — March 17th 7:00 — 9:00 pm
