Minutes of Meeting of December 14, 2021 LEXING"r'ON M
A meeting of the Sustainable Lexington Committee (SLC)was held by Zoom conference. A
quorum of at least six was present throughout.
Members Present: Cindy Arens, Celis Brisbin, Paul Chernick, Rick Reibstein, Todd
Rhodes (vice-chair), Dan Voss (Chair), Charlie Wyman
Members Absent: Archana Dayalu
Staff Present: Katharine Labrecque
Other Attendees: Mary Hutton (Mothers Out Front), Ricki Pappo (LexCAN), Jeanne
Krieger, Lin Jensen
The meeting was called to order at 6:11 pm. Todd referenced the opening statement requested by
the Town Clerk, and all members present responded that they could hear.
No past minutes were reviewed and there were no comments from residents or new business
raised.
Review proposed Building _EnergyEnergy Use Disclosure (BEU-D) article and motion.
Todd briefly reviewed a PowerPoint presentation that described the proposed BEU-D (Building
Energy Use Disclosure) warrant article. It would apply to large commercial and industrial
buildings and residential complexes of 25 or more units. Owners would be required to report
energy use on an annual basis.
The goal tonight: to approve the language of the warrant article and description to forward to the
Select Board. The details of the motion are a matter for a later time.
Some general discussion about the proposed by-law followed. Funds have been added for
administration, which could be done by contractor or in-house. Celis spoke in favor of the latter
as offering more efficiency, and also articulated the common understanding that such disclosure
requirements are often a prelude to a carbon tax or other requirements with performance
standards. Cindy confirmed that, but when and what shape those performance standards might
take are some distance removed.
After further discussion, it was agreed to add one phrase to the end of the description making
reference to the town's interest: "and will inform the Town of progress towards its climate
goals."
The following motion was then made, seconded, and approved unanimously:
The Sustainable Lexington Committee recommends that the Select Board include the
Building Energy Use Disclosure (BEU-D) article in the 2022 Annual Town Meeting

Warrant. The article supports the Getting to Net Zero plan approved by the Town in 2018
and is an important step for understanding emissions levels in the large commercial,
institutional, and residential building sectors.
Sustainability Officer. Dan reported that there is a preferred candidate and discussions are
underway.
Filling the open position on Sustainable Lexington. Dan and Todd will gather notes from
meetings with the three candidates and then confer.
Next Meeting: The next regularly scheduled meeting of Sustainable Lexington is at 6 pm on
December 21, 2021.
The committee voted to adjourn at 6:45 pm.
