FORMAL HEARING Chair Paul O'Shaughnessy opened the formai hearing for 1875 Massachusetts Ave, exterior changes (Public Monument by LexSeeHer) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated January 17, 2022 Photographs of entire face of each building elevation visible fi^om the public way: dated January 17, 2022 Site Plan: dated January 23, 2022 List of Material: dated January 17, 2022 Work Scope Narrative: dated January 17, 2022 Owner Authorization Letter: dated January 17, 2022 LexSeeHer Landscape Architect Site Plan and Details: dated January 17, 2022 Support Letters—LexSeeHer: dated 2021 & 2022 The applicants explained proposed changes of the monument as a gate of LexSeeHer Sculpture Rehearsal. This application had been discussed as informal hearing on December 2nd 2021. Some of Board member were unsatisfied with the Board's suggestions like monument site were not well taken. It was concerned that the monument may block the view of the visitor center. A Board member suggested to figure out the mechanism for the monument rotation. Some Board members felt the proposed plans were inappropriate. Robert Adams will serve as liaison with this application to see if it is appropriate. No Public Comments. 1 /4 Paul O'Shaughnessy, Chair of HDC, made a motion to approve the entire plan as is in its location, but that there is a follow on with regards to the rotation of the monument on that site.Lee Noel Chase Seconded. Roll Call Vote: Edward Adelman — Yes, Robert Adams — Yes, Paul O'Shaughnessy —Yes, Robin Lovett—Yes,Dan Hisel—Yes,Anne Eccles—No,Mark Connor—No,Lee Noel Chase—Yes.Motion carried 6 to 2. The majority in favor. CONTINUED HEARINGS Chair Paul O'Shaughnessy opened the formai hearing for 0 Massachusetts Avenue, exterior changes in the Battle Green Historic District Documents Bus Shelter Samples: dated January 25, 2022 Bus Shelter proposed location site: dated January 25, 2022 The applicant Pamela Lyons explained the updated proposed changes of bus shelter installation at the MBTA outbound of Depot Square in Emery Park. Mark Connor will continue to serve as liaison with this application to see if it is appropriate. The board members were pleased with the update proposed plans,and stated a detailed drawing of placement landscape and dimensional drawing of design details will be required. No Public Comments. Anne Eccles opened the formai hearing for 13 Depot Square, exterior changes in the Battle Green Historic District Documents None Chair Paul O'Shaughnessy recused himself for this application because he is the board member of Lexington Historical Society. The Board agreed to put this application aside because the drawings were still unavailable. No Public Comments. Chair Paul O'Shaughnessy opened the formai hearing for 22 Hancock Street, exterior changes in the Hancock Clark Historic District Documents Stone Wall Petition: dated February 1, 2022 The homeowner explained the updated proposed changes of stone wall on this site. A mockup was presented to show the design. Anne Eccles has served as liaison with this application to see if it is appropriate. Some Board member were glad that the dimensions and location of stonewall were reevaluated.The board agreed that design was quite appropriate. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 22 Hancock Street.Motion carried, all in favor. Chair Paul O'Shaughnessy opened the formai hearing for 443 Massachusetts Avenue, exterior changes in the East Village Historic District 2/4 Updated Documents None This application will be continued per applicant's request to next meeting. Robert Adams will continue to serve as liaison with this application to see if it is appropriate. Bill Erickson stated the application was under transition. Chair Paul O'Shaughnessy opened the formal hearing for 1776 Massachusetts Ave, exterior changes in the Battle Green Historic District Documents None This application will be continued per applicant's request to next meeting. INFORMAL HEARINGS Chair Paul O'Shaughnessy opened the informal hearing for 1557 Massachusetts Avenue (Hosmer House), exterior changes in the Battle Green Historic District The applicant Michael Cronin explained proposed demolition plans of Hosmer House at 1557 Massachusetts Avenue. The Board felt the demolition plans were inappropriate. The Board agreed Hosmer house is an historic resource and sending it back to the drawing board will be the only option. Public Comments: • Ms. Pryder stated she supported the Hosmer House to find a new location. She suggested to have a town vote for the Hosmer House proposals. She also suggested to work with the local newspapers to present those proposals to public. • Jill Melendez Young stated Hosmer House represents a character of the town. She suggested move it down and there will be a lot of creative solutions for it,like Children's Center. • Martha Kvaal from 18 Highland Avenue, stated that she will encourage and support HDC to preserve Hosmer House. • Dawn McKenna stated her appreciation to Board commissioners for understanding and recognizing the importance of historic preservation and not allowing the town to have different standards. She also shared some alternative solutions from other groups. The applicant Michael Cronin stated he appreciate the comments from Board commissioner and publics, and he will bring all information back to the Town Manager. Chair Paul O'Shaughnessy opened the informal hearing for An exterior elevator core, exterior changes in the Munroe Tavern Historic District The applicants explained the proposed changes of exterior elevator core in Munroe Center for the Arts. The Board felt these proposed plans were appropriate. The Board agreed this application goes through a formal HDC hearing. 3/4 Dawn McKenna as public inquired about two questions: 1.what conversations have taken place with the town about the ability to do more expanded addition.2.Whether the town has given the applicant any official willingness to do this project. She also stated she was fully supportive of adding the elevator component. Chair Paul O'Shaughnessy opened the informal hearing for 30 Waltham Street (Signage), exterior changes in the Battle Green Historic District The applicants explained the proposed changes of signage at 30 Waltham Street. The Board felt these proposed plans were mostly appropriate in exception of size. Some of Board member stated the applicant should take their own risk of material supply chain. The Board agreed this application goes through a formal HDC hearing with signage design proposal including blade sign location. Dawn McKenna as public stated town meeting had voted to allow a blade sign for business in town center several years before. DISCUSSION ITEMS Completing our Guidelines Project Chair Paul O'Shaughnessy opened the discussion for Completing our Guidelines Proiect. The guidelines were still under draft and will be waiting for review. ACTION ITEMS Consideration and vote on Meeting Minutes on January 6, 2022: The Board made a motion to approve the minutes on January 6,2022 as edited.Motion carried.All in favor. 4/4
