Zehner Reserve Fund Request - Hisooric District Commission requests $430, of which $290 is needed for operating expenses and 4140 for printing and distributing a brochure of the 1966 Act amending boundaries of the Historic Districts and its regulation. Voted to transfer $430 from Reserve Fund to #2450 School Budget Information Meeting. Fra.Lk Parrish reported that budget increase was $831,918, a 13.4% increase. Of t-is 4636,800 was for personal services. One item was removed from regular budget and will be asked for under a special Article, i.e. resurfacing of the area back of High School. Appropriation Committee Budget - Committee will request $3,200. Conservation Commission - Les York and Francis Smith met with us. Reimbursement of $79,100 was received from federal government today. Long range land purchase program Conservation Commission concurs with Planning Board's recommendation that Torn undertake i=.i,mediate, large-scale land buying, tapering off after about 5 years. They believe, however, teat it might cost more than the $1.5 million mentioned by the Planning Board. This is a minimum figure, based on a cost per acre estimated by Planning Board. Planning Board proposes extension of green belt; they looked at the lots available and estimated cost (sometimes of easements rather than outright purchases). Of the about 4,000 acres still open, apt,roximtiltely 1/4 is involved in this acquisition plan. They included no land the other side of Route 128, none on the Belmont-Waltham side of Rte. 2; these might be added to the program by the Conservation Commission. Conservation Commission is not going to be ready to present any specific proposals in March, or probably in 1967. March 1967 - Probably Whi,,ple Hill will be proposed again. Land for which money his already been appropriated New Amsterdam land - option expired in mid-July, could not be exercised because state and federal papers had not been returned (no reimbursement if exercised before approved). Owners would give exl_ension only if we agreed to pay interest from expiration of option to the time papers are passed, if option is exercised. Cost would be about $800. They expected to take it from Conservation Fund. Option has not been exercised because Town Counsel asked whether inerest was adding to the price, questioned legality of this. Selectmen voted not to exercise. West Property - Commitment to build a fence was included in option. Conservation Commission assumed PWD would build it, did not estimate any cost.
