Selectmen's Meeting
9:00 p.m. consider request of Conservation Commission
Members of Appropriation Commitee present: R. Gary, A. Kenney,
D. Noyes, L. Zehner, R. Souza.
Jules Sussman stated that the Mass. Dept. of Natural Resources now
wants two appraisals submitted with each request for State reimburse—
ment for land. In addition, the U.S. Dept. of housing and Urban
Development has made stringent rules for information required on
appraisals submitted to them with requests for Federal reimbursement.
On appraisals requiredby them after Letters of Consent have been given,
there is 50% reimbursement. Opinions of value (costing up to 0'150
�—! per opinion/parcel) have previously been submitted and accepted by
these agencies. Appraisals (costing up to $250 per appraisal/parcel)
are now required.
Parcels of land of which Town Meeting has approved the purchase — on
which appraisals are required:
West Farm 2 appraisals required by Dept. Nat. Res. $500.
We now have 1 opinion of value, rather
complete, need 1 more.
Asx soon as Plug. Bd. completes boundary survey, application
can be sent.
Rossetti Land)
Hamilton Land) 2 appraisals required (separate or combined) $800
New Amsterdam &) 2 appraisals required
Pihl Land have 1 opinion of value $800
Hamilton Land) have an opinion of value, not discussed further
Bayle Land ) because not approved by Town Meeting.
Trinity Covenant Church Land — Dept. of Nat. Res. approved application
based on 2 opinions of value; Dept. of Housing and Urban Development
gave letter of consent which allows Commission to proceed but is not
an approval. They may require 2 apprgisals.
Excluding Trinity Covenant Church land until we know whether appraisals
are required, total amount of money needed is $2,100.
Selectmen have $1,850 in their option fund
Conservation Commission has $21,000 for Whipple Hill land; of this
about ±4 114,000 will be needed for Rossetti piece.
Selectmen will consider the request and advise Appropriation Committee
of their action, making any necessary request from Reserve Fund at
that time.
