Meeting of the Appropriation Committee, April 25, 1966
Meeting called to order at 8:00 p.m. by Chairman, Frank Parrish.
Present: John Blaidell, Robert Gary, Allan Kenney, Donald Noyes,
Louis Zehner, Ruth Souza.
12pointments to Committee: Frank Parrish announced that the three
members whose terms were expiring in 1966 had been reappointed for
3—year terms. These are Donald Noyes, Louis Zehner, and Ruth Souza.
The appointing Committee is to meet later tonight to appoint one
new member to replace Oscar Carlson who has resigned.
Reserve Fund — No requests have been received.
r-4 June Town• Meeting Articles will include:
r-I Town Barn — Construction appropriation to be requested. Bids will
have been opened before the Town Meeting.

Conservation Articles, one or two are anticipated; money to be
requested is not yet known. Boston Globe has recently reported
that no State money is available for any conservation land,
including land for which towns appropriated money in March.
Public Works Dept. Article for supplementary funds for construction
of Town utilities under Route 2 and its service roads. Letter
from John Carroll to Selectmen, April 6, 1966, stated that as much
as $22,300 might be required; of this, $6300 is needed for items
left out of the contract by the State, and $16,000 is needed
because the bid prices were higher than estimated by the State.
No school will be requested in June.
Appropriation Committee Article — The Committee discussed the
By—Law and decided to request the Selectmen to insert an Article
changing the words Town Accountant to Comptroller and specifying
that he shall be a non—voting member.
Comptroller. Lincoln Cole entered the meeting to say that Richard
Perry had just been appointed Comptroller hi the Board ofSelectmen.
He will start work May 16. The position of Town Accountant is
abolished as soon as a Comptroller is appointed; Mr. Cole will
notify Ray White as soon as possible.
Secretartal Services. General discussion of the services required
by the Committee and of the memo of April 25, 1966. It was decided
that Ruth Souza would ttstempt to see that the services outlined in
the memo were performed, using volunteer of paid assistants as
available, and using the balance of the $480 appropriated for this
purpose as needed.
Direction of the Committee. A short discussion on what the Committee
is required to do, allowed to do, and would like to do. Mr. Zehner
submitted some written suggestions which will be discussed after all
the Committee has read them.
Suggested actions include:
Backing up Capital Expenditures Committee schedules
Open meeting with Town Committees on their Articles
Urge Selectmen to review DPW budgets in Oct. or Nov.
Writing appropriate departments or committees as soon as
warrant is closed to ask what is in their Articles.
Dividing into sub—committees in order that a fern members study
each operating budget and make recommendations to whole committee,
and that the Committee have more time for the Articles and
other studies.
Request the Selectmen to refuse to insert Articles unless the
amount of money needed is at least apprdsimately specified.
John Carroll entered to explain the Article requesting additional
funds for Route 2.
State estimates quantities for the whole job; they inadvertently
left out gravel which is needed under the pipes.
This is a unit price contract.
The exact amount needed may be known before June mtg. It will
not be above $22,300 and may be less than that.
