The Appropriation Committee met February 14, 1966 at 7:30 p.m.
Present: F. Parrish, Chairman; A. Kenney; L. Zebner; R. Gary; B.
Noyes; J. Blaisdell; L. Clarke; 0. Carlson; R. `'ouza.
Articles were read and the following tentatively approved except
where Noted:
38. Standby Generator $10,000
50% reimbursable (Fed. )
39 Radio Equipment 37,000 not discussed or approved

TMMA Chairman, Les York, entered meeting to offer the support of
the Executive Committee at Town Meeting in case the A_propriation
Committee should wish to ddlay the vote on any Article in order to
consider and make a recommendation on its financing.
Meeting with Selectmen at 8:30 p.m.
Selectmen had received a letter from Mr. Parrish listing all items
under Article 4 in which our recommendations differed from the budget
submitted.
#1650 the total budget figure was corrected to $17,659
The Selectmen agreed to the following changes:
#1100 cut to $350
#1300 cut to $60
#1600 $13,158
#1650 $6,800
#1675 $200
#2400 cut to $5,000
#2900 cut to 0
#5250 Appropriation Ctee reinstated $1500 for chairs; Selectmen's
chairs will go to Cary stage.
#3750 Police — Selectmen suggested the Chief be consulted before change
in budget is made
44300 and #4350 — no agreement between Boards on C.D. budget
Article 5 — Town Clerk and Treasurer salary, agreed on $7,500 + $1,500,
total $9,000 annual salary, Collector $8,400.
Article 49 — Structure of Govt. Ctee. needs $400.
Articles 39 and 40 — more information will be obtained.
Police Pensions — same as last year
#7350 Cemetery, Expenses $4,950.
Article 36 — Town Office Bldg. , Prelim. plans — Approp. Ctee recommends
indefinite postponement.
Meeting with Conservation Commission at 10:35 p.m.
Articles 90 and 91, 10+ A to connect Swenson land with Tower property
recreation land at base of Follen Hill. $1600/Acre $17,000 requested.
Articles 88 and 89, West Farm off Oak St. Parcel A is a walkway from
near Peacock Farm to Mass. Ave. in which we should get full rights.
Parcel B is the remainder. The title of Parcel B would go to town,

but, reserved for the Tests and their son«would be the right to farm
any part of it. Any part not used for farming would be open to the
public. $24,200 is requested for these rights and land appraised
at $2,000/A0
Articles 84, 85, 86, 87. Land at corner of Worthen ltd. and Mass.
Ave. There are 3 parcels which the Conservation Commission wishes
to obtain. The first is owned by Cooke and is not on the warrant.
The Selectmen can buy it for $5 or less if the other two are obtained
by the Town. __...
The second parcel is owned by Hamilton, who is unwilling to negotiate.
It is appraised at $5,500; the Commission wishes to take it by
eminent domain.
The third, owned by the Bayles, is appraised at $6500. There is no
agreement yet. The land is restricted; no building or subdivision can
be built on it until 1990.
Article 81 — Transfer of purpose from recreation and other purposes
to conservation land of a parcel on Whipple Hill on the Winchester
and Arlington borders.
Articles 82 and 83 transfer of funds from Arts. 47 and 48 of 1963
Town Meeting, plus possibly some additional funds. Money was appropriated
to buy this land but the sale wrasnever completed. Now Selectmen wish
Conservation Commission to buy it. $19,975 remains of original $20,000
appropriated. There are about 19 Acres.
At 11:30p.m. the was adjourned to 7:30p.m. Tuesda Feb. 15.

Committee voted to recommend amounts previously agreed on, no increase.

School Site — Cotton and other land, 20 Acres $70,000 requested.
Art. 52 Beautification $60,000 requested. Recommend indef. Postponement
Art. 53 H.S. supplementary budget $17,500
Arts. 67-73 Street Acceptances $500
Art 74 Street Betterments $95,000
Art 79 Laconia St. Construction. No decirrion made, more information
needed.
Conservation Articles. Recommend Arts, 88, 89, 90, 01.
Recommend against Arts. 84, 85, 86, 87 Hamilton and Bayle land.
Art. 93 Land Sale $300 and exchange of land.
Citizens' Article, Study of Old Reservoir — Recommend $1,000.
