Meeting of the Appropriation Committee
Present: J. Blaisdell, Chairman, u. Carlson, t. Gary, L. Clarke,
D. Noyes, F. Parrish, R. ,Souza.
$:10 P. M. Meeting opened. Ruth Souza asked to serve as secretary
in the absence of Ray White.
Conservation Commission . - Jules Sussman and members of his committee
appeared ,oto discuss their budget and Articles 84 and $5.
Expense budget. $1,075 requested
The $500 requested for Land Purchase expenses is mainly for
appraisals which are requested ( butnot paid for) by the
Selectmen, and are also necessary for State and Federal
reimbursement. Appropriation committee suggested that these
expenses should come out of the Option Money which the Selectmen
administer for all land--buying committees; also suggest
that mailing and duplicating be done through Town Offices.

Articles 84 and $5 - to buy Swenson Farm.

,000 req_uosted for purchase of about 7$ acres ( appraised
at 235 ,000) ; 5T7, aid expected from State or From State
and Federal Funds combined though no firm commitment has
yet been made by either State or Fed. goverment. As now
zoned, the land could be used for about $0 house lots. Suggest
that a 3-year bond or note might b e issued.
Appropriation Committee - approved expense budget of $300, discussed
Swenson purchase but came to no conslusion. If bonded, $15,000 would
have to be raised in cash this year.
Tax rate of 846.70 would result if all Articles now #nown to be in
the warrant are passed. his assumes Art. 4 as approved by Appropriation
Committee, other Articles' as approved by Selectmen, includes Swenson.

$177 million. E. & D. anticipated, $559,000; transfer all but $125,000. '
Meeting with Selectmen. 9:35 P. N.
John Blaisdell listed all budgets under Article 4 on which appropriation
Committee differs with Selectmen, and requested Law Dept. budget.
Law Dept. counsel 54,000
Expenses 3,600.
Sp. Fees 5,000
Selectmen will present budgets including longevity and urge
this.
Dog Officer - Selectmen suggest budget be increased because of in-
creased work load.
Articles - Hunt Block has highest priority but no further information
is available yet on finances;
Selectmen find a tax rate of $46.70 unacceptable. Putting high priority
on Hunt Block, They then went through all other Articles to see which
they might agree to cut. They would defer Public Facilities, Conservation
Land, and Long Range financial Study : (but not study of Lex. Center)
but felt that all their own Articles were already as low as possible.
they :'will discuss need for Sewer Pumping Station with John Carroll
and report back on Saturday, They will talk with School Committee
to see if that budget can be cut.
