APPROPRIATION COMMITTEE
DATE: January 9, 1978
TIME: 7:30 P.M.
PLACE: Town Office Bldg. Room 111
PRESENT: Donald White , Chairman, George Silverman, Vice Chairman,
Richard M. Perry, Secretary, John Blaisdell, Martin
Gilman, William Dailey
I . RECREATION: The following requests were presented by the
Recreation Committee to the Appropriation Committee:
a. Tennis Courts
Cost: $14,770 -- $3,400 left from last year reducing cost.
Revenue Raised: $7,400 in user fees.
Present lights are most inadequate - new lighting would
increase user fees.
b. Bike Paths
Area: 7 miles
Cost: $99,843.50 -- $25,000 to be raised on the Tax Levy.
Balance to be funded by the Commonwealth of Mass. Dept.
of Transportation. If not done this year, there is a
good chance that the funds will not be available another
year. Chairman White asked if it would be possible to get
a written authorization on this and it was stated by the
Recreation Chairman that this will be in hopefully by Town
Meeting.
Note : Vice Chairman Silverman asked the Committee if they
anticipated any problem with horses? Answering
his own question - Mr. Silverman stated "as long as
they are not on bicycles: "
c. Pool Complex
Cost: $690,000 - requesting $50,000 for plans and specs. Pre-
sent pool built in 1929; filters old; has been patched; bath-
house is in bad condition and does not meet sanitary code ;
to renovate present pool would cost $265,000-275,000.
Revenue : $20, 000 in user fees.

II. LIBRARY
Present: Otis Brown
Robert Hilton ._
a. Security system working very well.
b. 2,000 to be returned to E & D.
c . 61,000 - materials, etc. , postage to go up to 16¢?
III . PLANNING BOARD
a. Requesting $5,000 for a consultant to look into parking
problems (a possible parking complex) in Lexington Center.
This expense would cover traveling, advertising expenses.
b. The fact that Ken Briggs has too much to do - workload
too heavy was discussed briefly. Chairman White asked
Vice Chairman Silverman to speak to Mr. Zabin re this
matter.
IV. RESERVE FUND TRANSFERS
1. Account #1650 - $1,825. - printing expenses incurred
during 1977 Special Town Meeting.
2. Account #1125 - $7,800 - Police, Fire Medical Expenses
re back and knee problems of two firefighters.
Upon motions duly made and --
seconded, it was voted to
transfer the above two amounts
from the Reserve Fund.
SO VOTED
V. SCHOOL
1. Chairman White stated that if we are to keep to a no
increase budget then Parker School must close .
2. Vice Chairman Silverman stated he felt that a situation
exists where every saving is going to come from the
lowering of levels of service.
3. The following statement re the above was dictated by the
Chairman of the Appropriation Committee :
"Consistent with our previous policy of
supporting decisions that are favorable
for the best interests of the Town, we move
to support the School Committee vote to close
Parker School.

VI . BUDGET
a. Mr. Blaisdell stated that he was not at all pleased
with the way the green sheets were coming to the
Appropriation Committee -- very incomplete.
b. The following accounts require more information from
the Town Manager before any decisions by this Committee
can be made :
1. Account #1065 - Town Manager - Why $1,000
"-4 increase in advertising, recruitment?
2. Account #1090 - Professional Services - what
is an Energy study?
3. Account ##1135 - Out-of-State Travel
4. Account #1141 - Tuition and Training Fees -
Cadet Program - where are we headed?
5. Account #1142 - In-State Travel
6. Account #1148 - Safety Program - what are we
getting for the $2,000?
7. Account #2400 - Town Celebrations - more details
necessary.
VII. COMr1UNICATIONS
1. Acknowledgement was made by the Chairman from the Perry
Family and from the Carrol School for the Blind.
2. A "thank you" from Edward Furash was read by the Chairman.
3. Association of Town Finance Committee invitation on
February 7, 1978 was announced by Chairman White. Mr.
Silverman is to speak at this dinner.
Meeting adjourned at 10130 P.M.
Next meeting is scheduled for Thursday, January 12, 1978.
