APPROPRIATION COMMITTEE
DATE: November 14, 1977

PRESENT: Donald B. White , Chairman, George Silverman, Vice Chairman,
Richard M. Perry, Secretary, John Blaisdell, William Dailey,
Martin Gilman, John Campbell, Peter Hall
Minutes of November 7, 1977 meeting were approved and placed on file .
I. TOWN REPORT
Chairman White read the Appropriation Committee Report for the
Annual Town Report. The report was approved by committee members.

II . BOARD OF SELECTMEN - Re : CAPITAL IMPROVEMENT PROGRAM
The Appropriation Committee joined the Board of Selectmen and Capital
Expenditures Committee at 8:00 P.M. to discuss the above subject.
The following points were covered :
a. The Town Manager reported that there is 2 million
dollars worth of sewering yet to be done in town.
b. It is the Town Manager's recommendation to increase
the Reserve Fund from $150,000 to $200,000.
c. Capital Improvement Program - Five Year Plan was
reviewed by the Town Manager. Mr. Hutchinson
briefly discussed his FY '79 recommendations. (on file)
d. Fire Chief Bergeron spoke regarding the refurbishing of
one of the better engines. Total cost: $20,000. At the
present time two companies are being looked into to do
this work. If the engine were to break down after this
work is done on the body the cost would be another $10-12,000.
However, the Chief feels it is worth taking this chance.
Chief Bergeron also stated that the town might be faced
with replacing the aerial ladder in another 4-5 years.
Modernizing desk controls was discussed very briefly.
This would enable handicapped people to operate them.
e . Mrs. Miley questioned the advisability of continuing the
"mini bus shuttle".
f. John Blaisdell strongly stated following the meeting with
the Board that we must get a handle on the situation or
it is going to get out of hand. I feel we should have a
written report from the Fire Chief and others as well, to
see exactly what they have in mind. Mr. Blaisdell also
stated he would like to see some thought go into the
establishment of a "stablization fund" .

g. Mr. Silverman stated that he did not think the
"Five Year Plan" was in as good a form as it used
to be. This is just a "dream list" Mr. Silverman
said.
III . MINUTEMAN REGIONAL VOCATIONAL HIGHSCHOOL
It was noted by the Chairman that there is a 2.6% increase in
the above budget -- $162,367.
IV. A Review of Table IV - Receipts and Returns from County, State
: and Federal Government was made by the Committee.
V. POSTCARDS
For the record it is noted that the mailing out of weekly
postcards re Appropriation Committee meetings has resumed.
Meeting adjourned at 9:45 P.M.
Next meeting is scheduled for Monday, November 21, 1977 at 7:30 P.M.
