APPROPRIATION COMMITTEE
DATE: November 7, 1977
TIME: 7:30 P.M.
PLACE: Town Office Building - Room 111
PRESENT: Donald White, Chairman, John Blaisdell, Martin Gilman,
Mitzi Kutchin, William Dailey, John Campbell, Peter Hall,
George Silverman, Richard Perry, Secretary
OBSERVER : Mrs. Nancy Marsden —League of Women Voters
I . APPROPRIATION COMMITTEE REPORT
A memorandum from the Board of Selectmen re joint Warrant and
timetable of printing was discussed. Chairman White asked
members of the Committee to start thinking about the written
portion of the Appropriation Committee 's Report.
II . CAPITAL BUDGET
a. Copies of Capital Improvement Budget were distributed to
Committee members for review.
b. George Silverman questioned the necessity for a 5 year
sewer program vs finishing sewering next year as was
indicated two years ago.
III . APPROPRIATION COMMITTEE VICE CHAIRMAN
John Campbell nominated George Silverman as Vice Chairman
of the Committee .
Upon motions duly made and seconded,
it was VOTED to elect George Silverman
Vice Chairman of the Appropriation
Committee.

IV. TMMA
Present: Elizabeth Clarke , George McCormack, J. Bussgang
a. September 12, 1977 letter from TMMA was read to the Committee .
b. Article 4 - Capital items should be noted after each group
i.e . , Account #3800 - Police Expense included is purchase
of seven (7) police vehicles, 6 marked 1 unmarked.
c. Appointment of two ( 2) sub-committees within TMMA:
Town Government Committee - J. Bussgang
DPW Committee - G. McCormack
d. Discussed rental of equipment, repairs of equipment and
contracts of DPW.

V. FIRE
Chairman White reported to the Committee the conversation he
had with the Town Manager and Comptroller re fire Collective
Bargaining settlement. Basically, the firefighters have voted
to accept a 7% increase and a few other revisions in contract
regarding sick and personal days as well as vacation changes.
Costing out of impact is being made and it is possible there
is enough funds in Article 5 to cover it.
VI . RESERVE FUND TRANSFER
Upon motions duly made and seconded, it was
VOTED to transfer the amount of $4,299.90
from the Reserve Fund to Article 23 of
= 1973 Town Meeting.
Meeting adjourned at 10:00 P.M.
Next meeting is scheduled for Monday, November 14, 1977 at 7:30 P.M.
