Blaisdell, Martin Gilman, William Dailey, Peter Hall, John Campbell, Mitzi Kutchin, Richard M. Perry, Secretary Chairman White called the meeting to order at 7:40 P.M. The minutes of September 19, 1977 were read by the Committee members and placed on file . I . REFERENDUM ON BINDING ARBITRATION The Appropriation Committee met in a joint meeting with the Board of Selectmen and other Boards to discuss the above subject. - following are some of the comments made: a. This is a binding referendum. b. A way of gaining local control over local budgets. c . Chairman White stated that this was a very obvious way to get at the control and that the Appropriation Committee approved and agreed with the intent. d. It is hoped to obtain 20 signatures per Committee member. e . Nothing is being changed - just added to. II . SANITARY LANDFILL Chairman White will respond to Mrs. Miley's memorandum of 8/15 re commercial depositors use of the sanitary landfill. It was Mrs. Miley's hope that a member of the Appropriation Committee would take part in a small group being formed to deal with this. It is the feeling of the Appropriation Committee members that this is a policy matter. III . BUDGETS Chairman White informed the Committee of the following schedule set forth by the Town Manager re budgets: December 1 - completed budget September 15- completed capital budget The Selectmen to submit their recommendations re : capital budget by October 15th to Capital Expenditures and Appropriation Committees. 2 97 III . BUDGETS (Continued) December 20th - Selectmen to submit a copy of their budget to the Appropriation Committee and Capital Expenditure Committee. Requests for additional manpower should be discouraged. All budget requests to be in the Town Manager's office by October 15th. - IV. RE-EVALUATION OF REVENUES Mr. Perry stated that the following areas should be looked into re the above subject: -water meter rates -school rental fees - custodians, gymn rental -ambulance fees -parking meters (at present bringing in $22,000 a year) -building permits -licenses -recreation V. MYSTIC VALLEY MENTAL HEALTH Mr. Gilman was asked by the Chairman to attend a meeting with MVMH on October 5, 1977 if possible. It was also noted that Mr. Frederick Wright, Director, Support Services was the new contact at MVMH. VI . TOWN MEETING MEMBERS ASSOCIATION Chairman White informed the Committee of two communications from the Chairman of the TMMA (on file ) : 1. The two committees are : Standing Committee on Town Government Standing Committee on the Department of Public Works 2. These committees have been established for the purpose of monitoring meetings, analyzing activities of town boards and officials and to make in-depth reports to town meeting members. Members of these committees will be attending from time to time Appropriation Committee meetings. 3. Mr. Campbell stated he felt that the TMMA does not have the authority to do this. Chairman White made clear he was of the opinion that they were getting involved in areas that they should not be. Martin Gilman suggested to the Chairman that the Appropriation Committee have a meeting with them re this situation. 298 • VIII . TOWN FINANCE COMMITTEE A response from Stuart DeBard, Director of the Association of Town Finance Committees to Chairman White re the increase in fee was discussed briefly with the Committee . This in- crease was in part due to increases in salaries and office fees (on file) . Meeting adjourned at 9:45 P.M. Next meeting is scheduled for Monday, October 3, 1977 at 7:30 P.M.
