PLACE: Carey Hall PRESENT: Donald White , Vice Chairman, John Blaisdell, Secretary, John Campbell, Harry Hall, Howard L. Levingston, Martin Gilman, Richard M. Perry, Comptroller, Ex-Officio Town Manager met with the Committee to present motion to be offered under Article 5 asking appropriation of $240,000 (Appropriation Committee report had approved up to $300,000) . The $240,000 includes settlement with Police and Public Works as well as an amount for non-unionized personnel - see attached memo of April 11, 1977 from R. M. Hutchinson to Appropriation Committee. Meeting adjourned at 8:00 P.M. for Town Meeting. Respectfully fie/A' John Blaisdell/mo'b Secretary nftrn of Uexttt tan, C inssauhu.setts MEMORANDUM To: Appropriation Committee DATE: April 11 , 197?aADE. 1 From: Robert M. Hutchinson, Jr. SUBJECT: Article 5 Attached you will find a brief outline of negotiated settlements concluded with the Public Works and Police unions. In capsule form they call for: . 1 . Public Works - $550/man increase- one year agreement - longevity plan that applies to firemen - modest vacation change - installation of a management rights clause and some language changes concerning grievance procedure. • 2. Police - Two year agreement - new maximum for patrolmen of $14,700 after five years of experience with satisfactory performance - $15,000 for the patrolman with exceptional performance - second year of the agreement calls for uniform $750 increase per man. That creates a new maximum in the second year of $15,450 and $15,750. Police would also receive longevity plan currently enjoyed by the Fire Department and a modest change in vacation benefits, and a gradual increase in the educational incentive plan. . My attached memos to the Board of Selectmen review in detail the changes. 3. Salaried - As you know, we are reviewing all salaried personnel Personnel with an anticipated re-evaluation of all employees by June 1 . The average employee would be receiving a 4% to 5% increase consistent with our past discussions on this matter. We would ask that $240,000 be appropriated for Article 5 to fund the above reference, contracts and wage adjustments. We have a little cushion to allow for underestimati overtime, shift differential , E.C.I . , etc. This number also includes $7,000 for Non-Contributory Pension purposes. The intent would be to have this motion adopted with a later motion for reconsideration should the firefighters settle before the e of Town Meeting. We have not been able to reach agreement with the firefighters union as issues are primarily geared around wages, longevity, minimum manning and other issues. Hopeful-I. we might be able to settle before the end of Town Meeting, but I consider it highly unlikely. I hope the Appropriation Committee will recommend this appropriation to the Town Meeti ng.
