Furash, Chairman, Donald White, Vice ,-� Chairman, John Blaisdell, Secretary, Martin Gilman, *-� Patricia Hagedorn, John Campbell, Richard M. Perry, Comptroller, Ex-Officio I . PERSONNEL a. Town Manager Hutchinson stated he was not at all satisfied with the present rating system. , He has requested from all department heads a new evaluation -- on a new form -- by June 1, 1977. b. Increase in management is 4-5%. c. Chairman Furash suggested that the Town Manager have a slide at Town Meeting showing job pay range. You will be the first person who ever told the Town Meeting just what the people in the Town are being paid. d. On the slide do not go by M levels but by jobs only. e. Clerical staff is being paid between 9,000 and 12,000 a year. II . SCHOOL BUDGET a. Substantial amount of money coming back to E&D (not this year) . b. Total increase this year a little over 4%. c. Total budgets $15,746,245. It was moved and seconded to approve the School Budget. SO VOTED III . MINUTEMAN REGIONAL VOCATIONAL HIGHSCHOOL BUDGET The budget is still up and we are not happy with this however, we have no alternative at this time but to accept it. A motion was made and seconded to accept the Minuteman budget. SO VOTED 278 IV. PERSONNEL BOARD a. Chairman Furash requested from John Butler a memo re ranges and increases and exactly where the Town Manager and Personnel Board stand on raise increases. b. Chairman Furash stated that the Appropriation Committee would back the Town Manager on any questions re the increases. V. COLLECTIVE BARGAINING a. Settled with DPW -5.1% increase. b. At an impasse with fireman. c. Looks as if the police contract will be voted March 20th by the union - 5% increase. d. Chairman Furash stated that he liked multi-year settlements. VI . DPW-SEWERS a. Chairman Furash stated that he was outraged by the cost per foot on sewers. b. Our Committee must know by Monday night what you are going to do (Town Manager and Board of Selectmen) . c. Town Manager Hutchinson stated that he is going to fight any group that opposes sewers. VII . HUMAN SERBICES The Appropriation Committee must know what the dollar impact is here. We want a commitment at this Town Meeting Chairman Furash stated. VIII . APPROPRIATION COMMITTEE BUDGET The Committee gives Mr. Richard M. Perry, Comptroller the approval to work up the right amount to cover remaining expenses of the above Committee. XI . ARTICLES a. Appropriation Committee recommends favorable action on Article 67. b. Board of Health opposed to Article 30. Meeting adjourned at 10:55 A.M. Next meeting is scheduled for Monday night, March 21, 1977. Respectfully submitted, — John Blaisdell/mo'b Secretary
