Furash, Chairman, Peter Hall, Vice Chairman- Gen. Gov' t. , Donald White , Vice Chairman-Schools, John Blaisdell, Secretary, Jack Campbell, rhitzi Kutchin, ....h Patricia Hagedorn "`r I . DPW rr*. Jack Campbell p gave a verbal report of his meeting with John McSweeney. Chairman Furash stated that he had the formal report from Mr. McSweeney and suggested that there be no meeting re this until all the members of the Committee has had a chance to read it through. II . METCO Chairman Furash circulated to the Committee a report from Superintendent Lawson concerning the above subject. III . NEW TOWN MANAGER Chairman Furash read a communication from the Chairman of the Board of Selectmen re the New Town Manager. Mr. Hutchinson was voted in unanimously by the Board. (on file ) IV. TOWN WARRANT Election - March 7, 1977 Town Meeting - March 21, 1977 V. RETIREMENT FUND A letter was received from the State re "Pay as you go funding of retirement fund" . (on file ) Mr. Perry will attend meeting re this matter at the State House. VI . UNEMPLOYMENT COMPENSATION Mr. Perry wrote a letter to Town Counsel Cohen re clarification of the Town having to pay unemployment compensation for town employees. (on file ) 252 VII . FISCAL 78 EXPENSE BUDGET Reviewed for extremely large items. Chairman Furash requested Mr. Perry to have in the near future this expense budget listed in the reverse order of increases - same as we did last year. VIII . CAPITAL FUNDING - Mr. Zehner Chairman Furash proposed to Mr. Zehner that we consider 10 year bonding rather than the shorter period of time which has been used in the recent past. Mr. Zehner passed out brochures that showed the Committee the work that had to be done in order to get bonding proposals. A 20 page brochure had to be put out last year in order to get the banks interest. Mr. Zehner pointed out that the Northeast is having considerable trouble in view of the New York City fiasco. Mr. Zehner gave the committee an outline showing 5 and ten year basis as outlined in the notes on file. All members of the Committee recommended 10 year bonding for the exception of Mr. Hall who thought 5 years was better. IX . TOWN AUDIT Chairman Furash informed the Committee that he has told the Board of Selectmen that he may want an Article in the Town Warrant re a Town Audit. He has asked Mr. Campbell to review with the Committee the conversations he has had with the DPW. X. MYSTIC VALLF,Y Chairman Furash asked that the minutes show he has received the budget from the above . Mr. White has the budget and is to get together with Mr. Gilman re the Board of Health as well.
