Furash, Chairman, Peter Hall, Vice Chairman- Gen. Gov' t. , Donald Whited Vice Chairman-Schools, John Blaisdell, Secretary, Martin Gilman, Jack Campbell, Mitzi Kutchin OBSERVER : Jeff Shaw I . Chairman Furash called the meeting to order at 7 :45 P.M. A motion was made by the Chairman to accept the minutes of July 14, 1976 and August 16, 1976 as approved by Secretary Blaisdell with the following change : Re : DPW - Mr. Peter Hall did meet with Messrs. Kassler and McSweeney on August 18 , 1976 to discuss "Drainage of the Sanitary Landfill. " II . BOARD OF ASSESSORS A communication from Town Assessor Wenham, dated August 23, 1976 was placed on file. The fiscal 1977 Tax Rate is as follows : School rate $52.10 General rate 28.10 $80.20 III . DPW The following points were made following a meeting with Messrs. Kassler, John McSweeney and Peter Hall. a. The town is going to have to make a commitment for a regional type of refuse disposal. b. There is a drainage problem from the dump into Kiln Brook which is a Hatch Act situation. Mrs. Frick is not willing to have anything done here without a Hatch Act hearing. Most everyone in attendance was in favor of putting in the necessary connecting drainage -- along with a gravel wall in order to keep out the water from 128. Mr. Hall stated that it was his impression that the DPW is going to start work on the ditch and retaining wall regardless of the hearing because the hearing results will be negotiated unless proof can be given that construction will result in 2.3 8' DPW (Continued) the purity of water necessary -- which can only be done after the construction. Keeping 128 water out of the situation will cause our leaching to become effective. c . To close the dump and level off properly -- $300,000- $400,000. This work can be done in the Spring. d. Transfer station -- central collection area - $200, 000- one-time charge. Shipping costs would be $500,000 annually. $1.20 on the tax rate presently. Year during which we close the dump it would be $5.50 and the following years $2.50. e . Total of 1 million for closing the dump 1st year and $500,000 annually. This is going to occur within the next three to five years. f. Two Committees were formed and are as follows : Regional Refuse Committee Frank Sandy - to choose his own committee . Sanitary Landfill Committee Mrs. Mary Miley Frank Sandy Jerry Martin Sue Soloman Paul McKenzie Jim Lambie g. Mr. Hall stated that he felt Chairman Kassler and Mr. McSweeney had this entire project very well planned out before the meeting began. h. Martin Gilman is to call Mr. McSweeney re status of Elevator contracts. i . Jack Campbell is to report back in early October re DPW REPAIRS . IV. SCHOOLS a. A tentative meeting with the School Committee and Board of Selectmen is to be set-up by Mr. White for September 27, 1976. b. 450 pupils less in system. Mr. White stated that he would like to see a definite figure of per pupil cost -- as of now the figure is $1,900 per pupil -- this however, is not a good figure . c . Program Budgets - this is not working. This is costing the town a cost of more than $20,000-30,000. Mr. White is to inquire about this and suggest that it be either dropped or done in another way. Mr. Furash stated that he would not mind spending this kind of money on a 15 mil budget if it worked. Mr. White stated that he did not think it fair to have a budget and then juggle a quarter of a million around -- go back to line item budgeting or put an article in the Warrant for such. d. School Closings - Mr. White stated that he was going to insist on a well developed plan to show the exact cost effectiveness. What are we going to do with these buildings if closed? 239 V. LIBRARY A communication from Director, Robert Hilton was read to the Committee re "A book security (anti-theft) system for the main library" . An estimate for such a system was quoted to be $20,000-$30,000 - however this system would pay for itself in several years. Mrs. Kutchin was asked by the Chairman to attend this meeting on September 15, 1976 at 8 :30 A.M. VI . HEALTH DEPARTMENT ._.., George Smith so advised Mr. Perry that there would be an additional cost of $1500 to cover expenses re "swine flu" . Mr. Perry is to have Mr. Smith send a breakdown of expenses to the Chairman re this. VII . TOWN MANAGER Chairman Furash asked Mr. Perry to get from the Board of Selectmen a budget re the costs involved with the selection of a new Town Manager, i.e . , hotel costs, etc. The Committee went into EXECUTIVE SESSION with the Board of Selectmen and the Personnel Board at 9: 05 P.M. Appropriation Committee meeting adjourned at 10:30 P.M. Next meeting is scheduled for Monday, September 27, 1976 at 7:30 P.M. in Room G-15.
