APPROPRIATION COIMIIvIITTEE
DATE: July 14, 1976
TIME: 8:30 P.M.
PLACE: Town Office Building - Comptroller' s Office
PRESENT: Edward E. Furash, Chairman, Peter Hall, Vice Chairman-
Gen. Gov't. , J. H. Blaisdell, Secretary, John Campbell,
Patricia Hagedorn, Mitzi Kutchin, Richard M. Perry,
Ex-officio.

I. The reading of the minutes of June 14, 1976 were postponed
until a future meeting.
II . S-Scale Salaries
Mr. Furash made the following points:
a. The Chairman stated he was personally disturbed as to
the detail on the S-Scale .
b. The ratings are not being well administered.
c . Everybody is being rated excellent and given large raises.
d. This is very poor salary administration.
e . The Chairman stated that he was going to ask the Board
just what plan they had in mind for "interim management" .
f. We must have budgets coming in and we have to have someone
to run this Town for at least 6 months.
III . PERSONNEL ADVISORY BOARD
At 9:05 P.M. the Appropriation Committee met with the Board of
Selectmen, Town Manager O'Connell and the above Board.
a. Chairman Kassler stated that they are working on the
merit system with a great deal of success.
b. Chairman Furash asked for an explanation on this from the
Personnel Advisory Board.
c. Mr. Butler stated that the system as it fits now is in a
transition stage. A lot of meetings must be held here
in the training of management. The Personnel Advisory
Board has not attempted to look over each individual case
as it has come along but in general have been satisfied
within limits as to the recommendation of the Personnel
Director. The Personnel Board has acted favorably on some
recommendations and some they have turned down. 1/3 of the
positions will be reviewed this year by the Personnel Board
and 1/3 next year.
d. Chairman Kassler stated that the system was new and so were
some of the Selectmen!
e . Chairman Furash stated that no one could assure him that
the ratings were accurate. Someone had to attach dollars
that went with the ratings : was it department heads, the
Personnel Advisory Board, Town Manager or Selectmen?
However, this is "water over the datum" now -- I would have
sent all the ratings back.

f. Mr. Chapman stated that he felt it very hard to
see that these ratings apply as to just what kind
of a job they are doing.
g. Chairman Furash asked as to the whereabouts of the
"Personnel Manual" and it was stated by the Town
Manager that it was not yet ready. —
h. Mr. Hall stated that "yes" the system was new and
"yes" we are using it and this is not good.
i. Chairman Furash made it clear that the system was
a good one , however, I feel the numbers are not being
placed right.
j . Chairman Furash stated that there is 4;100,000 to hand
out among the employees and it is how you are going to
hand it out that is important. I feel that there is
something wrong. Cut back on some of the given amounts
and save it for another year. You may have made some
mistakes in the rating system - i.e. , Mr. Perry - his
performance is better than it is put down. Rating much
too low.
k. Mr. Blaisdell stated that he has worked with two previous
Comptrollers and neither one has compared with the
excellent performance of Mr. Perry.
1. Chairman Furash was very emphatic in telling the Board
that they must keep in mind the problems the town
will be facing during the interim period.
Chairman Furash asked for a brief EXECUTIVE SESSION meeting with
the Board of Selectmen.
Meeting adjourned at 10:45 P.M.
Next meeting will be upon notice.
