APPROPRIATION COMMITTEE
DATE: May 3, 1976

RESERVE FUND: $22,111.88
I. Minutes of the April 26, 1976 Appropriation Committee meeting
were read by Secretary Blaisdell and were approved by said
Committee.
II . DPW
The Appropriation Committee hereby amends the motion of
February 9, 1976 of a $25,000 transfer from the Reserve
Fund to Account 5500 Snow Removal to read the sum of $11,907.12.
Upon motions duly made and seconded,
the above was so VOTED.
The Chairman requested that the minutes show receipt of a
letter dated April 16, 1976, from Town Counsel Norman Cohen
of Palmer & Dodge which stated that the above action was
lawful and recommended. (letter on file)
III . RESERVE FUND TRANSFER
Upon motions duly made and seconded,
it was moved to transfer the amount of
$5,000 from the Reserve Fund to Account
5450 - Road Machinery.
SO VOTED
IV. FIRE & POLICE
Town Manager O'Connell stated that as of this date , the
two unsettled union groups were fire and police .
V. ARTICLE V
a. Changing total to include fire department was discussed.
b. Any increase for temporary help or overtime will be put
into Article V.
c. Chairman Furash stated he did not like the "lumping
together" here. However, Town Manager O'Connell stated

that this gave a little more flexibility between
management and fire department. Chairman Furash
asked the Town Manager if this had been discussed
with the Personnel Board and the Town Manager stated
"he had not had time to do so" .
d. Can this be put under Article VI next year Chairman
Furash asked? Town Manager said he would have to
check this with Town Counsel.
Upon motions duly made and seconded,
the above was so VOTED by the Committee
with Mrs. Hagedorn opposing.
VI . SCHOOL
a. Budget: $15,136,971.
b. 6.8% increase -- 15.8% increase in expenses.
c . Vice Chairman White asked the Committee to
reluctantly vote this budget in.
Upon motions duly made and seconded,
the Appropriation Committee moved to
recommend the sum not to exceed
$15,137,000 for the total line budget
under Article IV.
VII . CONSERVATION
Article 56 - Tropeano - Moore Property -- $57,500
Upon motions duly made and seconded,
the above was so approved by the Committee .
Meeting adjourned at 8 : 00 P.N.
Next meeting will be upon notice.
