White, Vice Chairman - Schools, Martin A. Gilman, Howard L. Levingston, Patricia A. Hagedorn, Richard M. Perry, Secretary L I. POLICE Meeting with Chief James F. Corr and Town Manager O'Connell Re: Lead Poisoning Chief Corr explained that while at a meeting and training session back in April of ' 74, the question of lead poisoning was brought up. This was noted to be especially important for men on the range for a long period of time. In checking the range it was found that the air was not ventilating properly. Following this we contacted Dr. Aldrich from MIT to see if our range was safe. He found, upon examination, a high lead situation. Sergeant Carlson who has been on the range for 6 years was sent to a Doctor and he was found to have lead poisoning and is still under treatment for this condition. We hired Mr. Bursette to seek out the best possible solution here - there were 10 steps to make the range entirely safe costing $40 ,000 . However , step one could be done for $3 ,800 to cover emergency upgrading of the range. The police range has been shut down since April 29 , 1975. Qualification takes place twice a year. There is no way to protect the officer i.e. , masks. There is no other facility available, sending officers out-of-town could upset scheduling and cost overtime problems. Chairman Furash stated that he did not feel very confident about the proposal and can the job be done here? Is this amount adequate? Town Manager O' Connell stated that there was a second plan-reducing partition area where officer stands-if the first plan doesn't work. Refiltering the air would be very expensive. Chief Corr stated he felt this was a very worthwhile investment. Any further delay in qualifying would subject the town to potential law suit. Upon motions duly made and seconded it was VOTED to transfer the amount of $3800 from the Reserve Fund to account 2250-565 Town Office Building Maintenance. II. RESERVE FUND Balance in Reserve Fund after above transfer - $113,431. 88 19 4' II. CAPITAL EXPENDITURES 1. Both finance committees are of the opinion that no new recreation proposals would be approved. 2. Napoli land is in Recreation package. 3. Tennis courts? 4. Lincoln Street - questionable as to where we will go here. 5. Chairman Furash stated: a. no recreation money this year, b. put a halt on Lincoln Street for one yr. , c. no money spent without recreation study, e. ballfield lighting should go back to Town Meeting - this shows me the real value of forcing out a recreation study, f . Mr. Silverman stated that we are not getting through to Recreation and Planning Board, g. DPW - we have some questions to the practicality of these items, h. I am planning to ask for a buying plan on Saturday, January 24th. 6. Capital Expenditures feels that $200 ,000 per year for 5 years is a satisfactory plan re conservation. 7 . Wetlands - have Planning Board, Conservation and Town Engineer agreed on the specifications for the plan? 8 . School - Capital Expenditures does not feel that the School Committee has dealt with them in a fair way. I have heard no figures at all from them stated the Chairman of the Committee. III. MINUTEMAN ADV. FINANCE COMMITTEE — Don White Reported: 1. $3, 200,000 - down quite a bit and will come down even more. 2 . 12 towns were represented. IV. EXPENSE BUDGET 1. 5400 - 375-15 -- highway resurfacing - what is extent and nature of program resumption? 2. 252-06 - why are they including the sidewalks? 3. 5500 - are these real reductions in expenditures or are they reductions in anticipated transfer funds from Reserve. 4. Account 6000 - amounts moved in and out without seeing just what went where (complete review of budget) 5. Account 6100-6050 - justification for the 5% across the board increase here. Also included here is Account 6150 . 6. Account 6400 - any funds requested from Trustees of Public Trusts? Meeting adjourned at 10 : 45 P.M.
