APPROPRIATION COMMITTEE

C I. PERSONNEL BOARD
The following points were made:
1. What assignments have been given P.A.B. and are they being
accomplished?
2. Are workloads being done?
3. Use of CETA?
4. Setup of total clerical force in the Town Office - can people
be moved around where needed most? Town Manager O' Connell
stated that he didn' t see any area where people could be
shifted around. Chairman Furash stated he would like to see
proof of this.
5. Chairman Furash asked to see some specific assignments given
to P.A.B.
6 . Chairman Furash said he didn' t feel the real issues were
getting through to the P.A.B. as they should. There should
be no reluctance on the part of the Board of Selectmen and the
Town Manager to use the P.A.B. as they should.
7 . Town Manager O'Connell stated that in the past three years
there has been substantial increase in the workload i.e. ,
more citizen requests, census job, duo election. I do not feel
that the P.A.B. can handle the quantity but can handle the
quality of the work.
8. Control on numbers of people means control on the tax rate
Chairman Furash stated.
9. Chairman Furash asked the Board of Selectmen and Town Manager
specifically what assignments the P.A.B. had been given to
work on i.e. , what are the priorities? Are there any spare
people?
10. John Butler suggested a meeting with a member of the Appropriation
Committee and the Board of Selectmen in search of the most
appropriate means to expedite the immediate concerns of all.
11. Management support is definitely lacking here.
12 . a. Chairman Bailey addressed the Appropriation Committee by
asking if it was our wish to set priorities? How do you
want people used in Town Government?
b. We have heard a lot of talk tonight about adding this and
that, however , we do want to look at all proposals.
13 . Mr. Chapman spoke and felt that Messrs . Furash and Bailey were
not talking about the same things. I strongly feel a private
meeting with one member from each Board present would be
beneficial. We could talk informally and perhaps
set up some goals .
14. Chairman Furash stated he felt we were not ready to
go for a by-law Board now. I am upset with how this
meeting went, however , I feel they got the message
as to how we feel. Mr . Chapman was the only one who
fully understood the message.
Meeting adjourned at 10 : 10 P.M.
Next meeting is scheduled for Monday, January 5, 1976 .
