PROPERTY RE-EVALUATION Town Manager O'Connell spoke briefly re the above subject. He asked both committees for their opinions re a sub-committee to study this. It was suggested by Chairman Furash that the Board of Assessors be brought in to hear their views and John Blaisdell will represent the Committee. II. CAPITAL BUDGET Goal: $1. 1 - ' 76 Total: $933, 000 Balance: $593,000 Town Manager' s Recommendation: $1, 315,000 - not including Reserve Fund. Town Manager' s estimate of minimum requirements : $1,100 ,000 Estimate of funding capability exclusive of tax levy: GRS Funds : $300 ,000 O.S.H.A. : 60,000 Sale of Lots : 24, 000 $384,000 Balance needed: For 1. 3m budget: $931, 000 For l. lm budget: 731,000 l. lm High Priority Items Appropriation Committee might want to use the overlay surplus for Reserve Fund. Suggested Approach: a) Aim for 1. 1 max in projects to be funded from the tax levy would be $700,000. b) Certain projects to be recommended only on the basis of Federal Grant if obtainable: i.e. , Fire Engine - 80 ,000 Flag Pole - 40 ,000 171 Brooks - 15, 000 Lincoln St. Expansion - 50,000 Study Funds GRS FUNDS Appropriated ' 76 : 209,500 Art. 4 - cruisers: 25, 000 and $500 Admin. Adv. Exp. Flagpole: If this is a gift from the Corporation it might not have to come up before Town Meeting. Chairman Furash stated that he would like the 1. 1 mil lower. We are not exactly in good economic times the Chairman said We are in a period where we think we should "do without" . II. SEWERS Trunk Sewers Marrett Road - $75 ,000-100 ,000 Constitution - $13,000 Hayes Lane - $175,000 - Phase I - there should be an article put in the Warrant on this. Sewer Laterals A. Priorities Waltham Alcott Blosomcrest Garfield Cliffe Marrett Road Emerald Patricia Terrace Edna B. James C. Lowell St. Somerset Chelbourne Chairman Furash asked for a report from Mr. McSweeney by December 30th listing projects in past 3 years. Also it was suggested that Mr. McSweeney have prior to Town Meeting a list of number of houses to be sewered in the town. X72 III.
