APPROPRIATION COMMITTEE
DATE: October 20, 1975
TIME: 7 :30 P.M.
PLACE: Town Office Building, Room 111
PRESENT: Edward E. Furash, Chairman, Donald B. White, Vice
w_. Chairman, Schools, Martin A. Gilman, Peter Hall,
Patricia K. Hagedorn, Howard L. Levingston
I . Meeting with Town Manager O'Connell and Mr. Shaw re Inspections
Prior to the above meeting, Chairman Furash stated
the following points for the Committee to keep in
mind re the Report:
a. No talk about workload productivity,
b. No talk about fee cost,
c. No additional cost should be incurred here -
best job at least money.
Chairman Furash stated to the Town Manager the Committee's
appreciation for the report given here.
The following points were made:
1. Should there be a consultants fee? Is it included
in $6,000 budget? Yes!
2. Police Dept. steping in here - can this be looked into?
3. Neil Chapman should further examine this and give his
opinion - if he feels this is a worthwhile step.
4. Chairman Furash stated that if the Town Manager wanted
to come back with a proposal that would be fine and
he would like the following questions answered?
a. For each inspection area wer would like
a documentation of the work load.
b. What are the number of inspections?
c. What is the quality and quantity of services
we are getting?
d. Any proposals should be accompanied by
complete description of workload.
e. Where are fee incomes coming from?
f. Our Committee is open to any proposal you
want to make, however, getting the job done
for same dollars and same manpower is our motto!
No increase to the Town is what we are after!

g. Town Manager O'Connell stated that to date
they were getting away with CETA help.
h. Could this inspection help be increased with
present fire department help?
i. Buildings (100) used to be inspected by the
State -- this is now being handled by the
Towns, i.e. , churches, schools, nursing homes.
j. Chairman Furash emphasized the need here for
the documentation on real workloads.
k. Firemen must go through a training program in
order to properly carry out inspections.
1. Chairman Furash asked just what controls on
Inspections there was? How many coffee breaks
are there? Do you know where Don Irwin is every
minute of the day? No - stated Mr. O'Connell,
however I could get this data for you.
m. Chairman Furash stated he was not denying there
was a problem, however, we must have a documented
control procedure in place. We cannot afford to
add people.
Summing up this meeting the Chairman made note of the following:
1. documentation of increase in workload.
2. any proposals should include controls and what
we are getting for the dollars spent.
3. fees
4. any proposal has to be cost effective.
5. no increase in headcount or dollars spent.
Town Manager O'Connell stated that perhaps we should not conduct
any inspections however, we run the risk if the State should check
up on the Town. Chairman Furash made it clear that he wanted to
persue the matter and view his feelings with the Committee.
II . SCHEDULES
1. Capital budget schedule - nothing new after
December 29th -- the month of January to be used
to kick around the 5 year forecast.
2. December 8th - Meeting
3. Nothing new coming in on Expense budget after
December 29th.
4. February 2nd - putting report to bed.
5. Chairman Furash asked Mr. O'Connell to arrange
an interim meeting for headcound hassle between
#8 and #9.
6. November 8th - Bus Tour of Town
7. November 3 - Discussion of Town Manager's Book.
Meeting adjourned at 10:30 P.M.
Next meeting is scheduled for November 3, 1975 at 7:30 P.M.
