APPROPRIATION COMMITTEE

I . GENERAL MATTERS
The following points were mentioned by the Chairman
to be discussed in more detail at a later date:
a. Use of CEDA employees.
b. Inspection situation - this could get out of control.
c. D.P.W. Machinery Budget
d. Recreation Study
_ e. Purchasing Functions - Richard Perry and J. H. Blaisdell
have been asked to look into the following:
1. Existing purchasing controls.
2. Existing bid controls and how monitored.
3. Kinds of prices and are purchases being made
at lowest cost?
4. Martin Gilman is to speak to the Town Manager
re background on the Article in the Minuteman
on Road Machinery.
5. Peter Hall and Arthur Bernier are to see Town
Manager O'Connell re inspections, i.e. , what do
these people actually do? Are there existing
diaries of their activities? Are inspections
being recorded - are inspectors on a time card?
6. Mrs. Hagedorn is to see Town Manager re CEDA.
7. Budget timing - Chairman Furash will speak
to Town Manager re this.
8. Infiltration Study
9. Recreation - Howard Levingston
II . PERSONNEL BOARD
Chairman Furash will ask Mr. Butler to meet with the
Appropriation Committee on September- 22, 1975 to bring the
Committee up to date. The Following points will be
mentioned:
a. Implementation of ADL Study.
b. Personnel job descriptions.
c. Personnel Manual

d. Is another Board necessary?
e. Do they think they are doing a successful job?
f. Is there a way of doing it better?
g. What is the status of Personnel Manager?
h. Review expectations for coming year and can they
be met?
III . POLICE
Chairman Furash received a copy of a memo from the
Chief of Police written to every patrolman re "Police
Community Relations Actions". Be stated what an
excellent memo it was and would give a copy to each
member of the Committee. Martin Gilman suggested he
send a letter to Chief Corr stating the excellence
of the memo.
IV. RESERVE FUND TRANSFER
The amount of $8100 was transferred to cover the
expens of printing Census Forms and envelopes.
Upon motions duly made and seconded the
above amount was VOTED.
V. SCHOOLS
a. Donald White was asked to inquire as to where
the schools stand on remodeling issue.
b. Superintendent Fobert will not get retro-active
pay -- only 2 week vacation pay.
VI. GENERAL DISCUSSION
a. Town Meeting Forums - Chairman Furash felt that
this should be given up.
b. Contact should be made to Town Meeting Association
re Articles and how they should be submitted -
procedure book showing how you put an Article
together would be helpful.
c. Flood Plan should be looked into.
d. Delay Town Meeting?
Meeting adjourned at 10:00 P.M.
Next meeting is scheduled for Monday, September 22, 1975.
