APPROPRIATION COMMITTEE
DATE: December 16, 1974
TIME: 7 :30 P.M.

Schools , J. H. Blaisdell, Arthur T. Bernier, Martin
Gilman, Richard M. Perry, Comptroller
I . SCHOOL COMMITTEE
Present: J. Berthold G. Wadsworth
P. Swanson R. Rothberg
J. Davidson R. Fobert
"r. White made the opening statement to the Committee by
stating that a decrease in students must reflect a decrease
in budget. The following points were made :
a. level of staffing - are we getting
the most from our staff?
b. building program - 22 million?
c. improving staff ratios - reducing staff
as enrollment drops .
d. status of budget?
e . level of specialists must be looked at closely
Mrs . Berchold stated.
f. Chairman Furash stressed the need for closer
ties with the Personnel Board.
g. Mr. White asked the School Committee if the
Appropriation Committee could be informed of
budget figures prior to publication.
h. Chairman Furash stated that he would like to see
the budget presented at Town Meeting in two parts :
1-focus debate on Article IV,
2-results of Collective Bargaining
II . Mr. Perry mentioned to both Committees his having an Article
submitted allowing the transfer of funds out of E & D for a
specific need. More data on this is to follow.
III . POLICE
Chief Corr stated that he is trying to keep abrease of
Inflation: The following requests were made :
a. Air conditioners for other marked cars - $400
a unit - $2800.
b. Nothing in budget for new men. Eliminating the
Air Conditioners the budget is up 10-11%.

IV. CONSERVATION
A meeting was held with the Board of Selectmen, The
Appropriation Committee and The Personnel Board to
discuss current Conservation Parcels. (Sheet attached
describing such. )
Yrs . Frick is to come back to the Committee with some
more firmed up figures on some of these parcels .
