APPROPRIATION COMMITTEE
DATE: December 9, 1974
TIME: 7:30 P.M.

I . FIRE DEPT.
a. Due to the retirement of Chief Spellman on January 6, 1975,
there is expected to be a reshuffle of personnel.
b. Meeting on Wednesday, December 11, 1974 at Arthur Bernier's
house re ambulance .
II . SCHOOLS
a. Mr. White stated that there is a possibility of a capital
outlay program due re the closing of some schools. School
Committee is open for any suggestions and/or opinions.
b. Vocational High School - budget is not yet finalized.
There is an over-balance of handicapped here . This has
not been done intentionally however it has happened and
it is going to be costly.
III . CABLE TV
Chairman Furash stated that he felt the letter drafted the
previous week to Selectman Kenney should be ammended. After
discussing the matter with the Committee it was felt that the
letter should remain the same . Mr. Levingston made the following
points : a great job was done in trying to sell Cable TV ;
Selectmen should have job of awarding contracts ; the Town, I
feel, is not ready to become involved in this.
IV.CONSERVATION
Town Counsel Cohen joined the meeting to discuss various
Conservation matters. Some Towns have funded Conservation, i.e. ,
Lincoln, Weston. Borrowing for Conservation land is a very
complicated process Mr. Cohen explained.
Chairman Furash made the following points :
a. We must fact some facts -- Conservation
is heavily resisted by the Board of Selectmen.
b. Which way is the cheapest way to finance?
c. The Town has never really agreed on what
the definition of Conservation land is?
d. What do we want the Town to look like in a
few years?

V . DPW
A. Expenses were reviewed with the Committee and
Mr. McSweeney.
B. Increases in some areas is due to the higher
cost in materials .
C . New cars will require no lead gasoline - Mr. McSweeney
is to furnish a full report on this situation for the
Chairman.
--- D. Street Lights - The Chairman asked that this matter
be looked into in much depth as to cutting down and
perhaps by a cheaper method.
E. Compactor is very successful thus far . - has saved at
least 30% in volume.
F. New Water Meter Program - people should be billed for
new water meters.
G . Water Cooler - This should be eliminated - we do not
need it at this time Chairman Furash stated.
H. Filters on the Pool - this has not been done yet.
Mr. NicSweeney feels that there is a lack of coordination
in the Recreation area.
I . Shade Trees - Up $18 ,000 - consider contracting services
here . i.e. , taking trees down, pruning, trimming and
maintenance .
J. There will be a meeting upcoming with the Board of Selectmen,
and Mr. Zehner re Westview.
Summing up this meeting with Yr. McSweeney, Chairman Furash
expressed his state of shock at hearing all the many requests .
He asked Mr. McSweeney to make a list of the things that the
DPW really wants and come back again. There is no way we
are going into Town Meeting asking for a 20% increase Chairman
Furash stated.
Meeting adjourned at 11 :15 P.M.
Next meeting is scheduled for Monday, December 16, 1974 at 7 : 30 P.M.
