APPROPRIATION COMMITTEE

I . CABLE TV
Vice Chairman Mitchell dictated the following memorandum
to be sent to Chairman Alan Kenney:
"We feel that it is premature for us to partake
in the investigation of Cable TV. In addition,
I believe it is also contrary to the current
Town Manager Act which says the Financial
Committee should not participate in other Committee
work in the Town. Our busiest schedule has pre-
vented an earlier answer to your request. "
Mr. Perry will insert part of Town Manager Act and
send it on to Mr. Kenney.
II . CONSERVATION
Chairman Frick stated that she was at present very
pleased with the services rendered. Town Manager
O'Connell requested a list of major projects.
Mrs. Frick stated that if present overtime continues
a Reserve Fund Transfer will be necessary.
There will be a joint meeting of the Board of Selectmen,
the Appropriation Committee and Conservation on December 16,
1974 at 9:00 P.M.

Mr. McSweeney made his presentation listing a $3,156,766
budget.

Alternatives
1. Increase use of temporary or partime help - high
school seniors.
2. Increase use of overtime .
3. Increase college and/or high school co-op program.
4. Increase use of Consultant program.
5. Use of Federal Funds
Town Manager O'Connell stated that Mr. McSweeney's
presentation was merely exposing both Board's to his
Departmental requests.
Selectmen Bailey requested Mr. McSweeney to furnish
the Board with exactly how his workload has changed over
the last few years.
Selectman Busa stated that the present state of the
parks and playgrounds were deplorable and must be worked
on. '
Selectman Kenney asked that the following points must be
kept in mind:
a. Wetlands - increase in work.
b. Increase in citizens complaints.
c. Condition of parks.
d. Sewers
IV. LIBRARY
Present: Messrs. Bailey and Hilton
1. Air Conditioning of the Branch Library is a must
this year Selectman Bailey stated.
2. No new personnel are going to be added - only some
extra Pages to cover the addition to the Library.
$3400 will cover this.

3. Heat Bill for one month was $1100 - this is
high Mr. Hilton stated however, I feel it is
due to the space heaters which are being used on a
temporary basis.
4. Book budget is $88 ,900.
Meeting was adjourned at 10:15 P.M.
Next meeting is scheduled for Monday, December 9, 1974 at
7 :30 P.1V .
