APPROPRIATION COMMITTEE

I . SCHOOLS
Donald White reported that on December 11, 1974, at 8: 00 P.M.
in Estabrook Hall, there will be a meeting of the School
Committee re the closing of certain schools for renovation
purposes. Mr. White stated that this entire project will
run approximately 2i million. Major Boards are asked to
attend this meeting.
II . POLICE PRESENTATION
Chief Corr made his presentation before the Board of Selectmen,
and the Appropriation Committee . The following points were
made :

New Position
3 Community Service Officers (until Civil Service
Exam is taken) would not be able to serve Criminal
processing. —
Chief Corr listed the following points under
"Productivity"
a. one man patrols
b. civilian dispatches
c . changed parking meters
d. courtroom standby
e . cruiser maintenance
f. elimination call boxes
g. annual physical
h. rewriting of regulations
i. establish patrol supervisor
j . resuscitator in each cruiser
k. civic speaking team
1. performance evaluation
m. department photographers
n. selective enforcement
o. handwriting of reports on patrol
p. cadet program
q. officer schooling
r. establish explorer group. 11th and 12th
grade to see if there is any interest in
law enforcement which could be cultivated
among these students. —

III . RECREATION
The Recreation Committee met with the Committee to
discuss the following requests :
1. Ball Lighting - $35,000
2. Old "Res" - 55, 000
3. Neighborhood Playground Improvements - $3, 000
4. Bike Paths - $7 ,000
5. Tennis Program - $50,000
6 . New Projects - $5,000
Ball Lighting
This would be a two phase program as it is much too
costly to be done all at once . Lamps will be protected
against vandelism with a screen covering. After intial
cost this will be a self supporting project according
to the Committee . There have been several groups very
interested in setting up night ball playing. The whole
two phase program will cost approximately $100,000.
Old "Res"
1. permanent bath house ,
2. provide more picnic area,
3. bath house .
Mr. Furash asked Mr. Bertini to furnish him with the
following information:
a. detail on "users satisfaction" ,
b. frequency of users ,
c . how many people would benefit per
dollars spent.
Mr. Perry asked Mr. Bertini about the trailer at the
Town Pool - was it ever placed there? this question
went unanswered!
Playground
Updating Harrington and Garfield.
Bike Paths
This project was started 3 years ago Yr. Busa stated.
Mr. Isenberg was quoted as saying that they can only
do a quarter of a mile per year with the funds available
and at this rate it will take 40 years to complete.
It is also necessary to provide some area for motor
bikes , i.e . , Hartwell Ave. All that is necessary here ,
Mr. Isenberg said, would be a small amount of money for
fencing.
Tennis
Last year the old courts were reconstructed Mr. Wertheim
stated. However, due to the increase of interest in this
sport I feel some new courts are in order. $11, 000 per
court - $55,000 total . An indication of Town interest

shows up in the number of reservations that
are made . Mr. Furash requested the exact number
of reservations made here to support this statment.
New Projects
There is a need of recreation for horses--105
in Town at present. Perhaps behind Estabrook
School would be a passibility, Mr. Busa stated.
Bocce Courts
There has been interest in these courts generated
throughout Town.

IV. PLANKING BOARD
Eric Clarke stated that there was not much progress
made on the$10,000 study so far. Results of this
study will not be available before the closing of
the warrant Mr. Clarke said. The answer we hope
to obtain from this study is what kind of recreation
facilities the Town wants and needs. The survey, in
my opinion, will meet the future needs of the Town,
Mr. Briggs said.
Four Planning Board Areas
1. In house parking study in the center - $2,000
2. moving of post office?
3. updating master plan (Metcalf & Eddy) - $25, 000
4. wetland zoning - professional help may be
necessary here .
Chairman Furash stated that he felt we should get
a start here on some of these areas. We cannot ask
for anymore funds until we get at least a start.
Note : Meeting at 9:00 A.M. on Saturday, December 14, 1974 with
the Board of Selectmen re negotiations.
Meeting adjourned at 10:45 P.M.
Next meeting is scheduled for Monday, December 2, 1974 at
7 :30 P.M.
