Mitchell, Vice Chairman, Donald B. White, Vice Chairman, Elizabeth M. F- � Flynn, Secretary, Arthur T. Bernier, J. H. Blaisdell, Levi G. Burnell and Richard M. Perry, Comptroller I . CORRESPONDENCE Chairman Furash reported that a letter from the Minute Man Vocational School scheduled their budget meetings for November 6 and 201 Levi Burnell will cover these meetings. By November 15th we should have a complete budget from them. The Chairman announced an invitation for the Appropriation Committee to join the Selectmen on November 3, 1973, at 9:30 A.M. on a tour to view capital projects. II . Representative Lincoln P. Cole, Jr. , joined the meeting and was informed by the Chairman of the Committee's reaction to the salary of the new Director of the Bicentennial. Mr. Cole so advised the Committee that the Recreation Committee will be requesting quite a large appropriation. III . PRELIMINARY CAPITAL BUDGETS SEWERS Need date of completion for sewers and a schedule of what has been done. Timing with regard to the Bicentennial is perhaps important, so that streets will not be ripped up at that time. STREETS Is there a policy change with regard to unaccepted streets? Is this actually a policy change or a change in By-law? MERRIAM ST. Another $50,000 needed? $25,000 to lease 35 spaces. PARKING EQUIPMENT Para-medical for new ambulance is good idea. Need justification for a special Service Officer with a scooter. 32 RECREATION No $1,000 for piano for Senior Citizens. Is $31,000 necessary to resurface tennis courts? BUILDINGS Question $50,000 for salt storage building at DPW and amount requested for the Westview Cemetery building. CHILD SAFETY PROGRAM Why consultant? What does the Traffic Committee do that would not cover this? LAND ACQ. Long range bonding is proposed. Is this an open pocketbook proposal? Is Sanitary landfill land available? COMMUNITY We need to look into the proposals. IMPROVEMENTS BICENTENNIAL Whole thing needs to be reviewed. VOTING What does the law require with respect to number of voting machines? IV. REPORTS The Chairman stated that he felt that this year a Warrant Article should be prepared to request a Personnel Board. D. White reported on his meeting with F. Frick, Chairman of the School Committee. He said with the elimination of Elementary French $200,000 and 9 teachers would go. The School Committee might be receptive to the idea. The peak number of pupils was 9,000. At this time, they are 800 below that, with a projected reduction of 400 per year. The LEA negotiations will be "tough" this year. But he feels that it is imperative that the staff be reduced this year. 15 to 20 people should go. A letter will be sent to SC Chairman Frick regarding the initial demands.
