APPROPRIATION COMMITTEE
DATE: June 18, 1973

Chairman, Elizabeth M. Flynn, Secretary, J. H. Blaisdell,
Howard L. Levingston, H. Bigelow Moore, Richard M. Perry,
Comptroller
I . MEETING WITH SELECTMEN
Areas to be discussed included:
a. Proposed 1974 Budget Calendar
b. Outline of Contents of Personnel Manual
c. Personal Services Budget Calendar
d. Presentation from the Chief of Police
It was stated by Mr. Perry that the following steps be taken
to avoid last minute rush:
a. Appropriation Committee is to be informed early.
b. No material should be held back.
Personnel Board: Mr. Perry was asked by the Chairman to look
into securing a list comparing the various jobs in the Town
and the rate of pay for all.
II . GENERAL DISCUSSION
a. Meeting Room: It was suggested by Committee Member, J. H.
Blaisdell, that a larger room be obtained for Appropriation
Committee meetings during the busy months prior to Town
Meeting when various Committees come before the Committee
with budgets and presentations. He strongly feels that the
meetings should take on a more formal type structure.
Chairman Furash and the Committee was in total agreement.
b. False Alarms: Mr. Blaisdell stated that there are presently
too many false alarms as a result of store owners opening
stores after hours for one reason or another. This necessitates
a cruiser coming down to investigate and he feels that a fine
should be imposed in this case.
c. Agenda: Mr. Blaisdell made the suggestion that an Agenda be
submitted to all Committee members prior to each meeting.
This is not always possible the Chairman stated as there are
many last minute items that come up before meetings.
Meeting with Appropriation Committee was adjourned to meet with the
Board of Selectmen at 9:00 P.M.

III . MATTERS DISCUSSED WITH BOARD OF SELECTMEN
a. Brief statement from Mr. Zehner regarding financial
status. He was quoted as saying it may be necessary
to transfer $15,000 next April.
b. Town Manager O'Connell briefly discussed the proposed
1974 Budget Calendar. Chairman Furash made it clear
that it was most imperative to have an early review
of all departments as to avoid the rush of last year.
This was agreed upon by the Board of Selectmen and
the Town Manager.
c. Personal Services Budget was reviewed by Mr. O'Connell.
Chairman Furash stated that he would like a freeze im-
posed as of December 1, 1973. This schedule was agreed
upon by the Board of Selectmen and the Appropriation
Committee.
Meeting was adjourned at 10:15 P.M.
